Advanced commercial technologies offer new opportunities for defense applications that could greatly affect military power and metrics of military advantage. This is relevant when it comes to civilian-based technological innovations found in the emerging 'fourth industrial revolution,' such as artificial intelligence, autonomous systems, 'big data,' and quantum computing. Militaries and governments around the world are increasingly focused on how and where advanced commercial technologies, innovations, and breakthroughs could potentially create new capacities for military power, advantage, and leverage. This process of exploiting civilian-based advanced technologies is referred to as 'military–civil fusion' (MCF). This book addresses MCF not only from a conceptual and practical sense but also comparatively as it explores how four different countries – the United States, China, India, and Israel – are attempting to use MCF to support national military-technological innovation. It will interest scholars, researchers, and advanced students of military, security, and technology studies, as well as analysts and policymakers in military and defense organizations.

In today's volunteer military many recruits enlist for the educational benefits, yet a significant number of veterans struggle in the classroom, and many drop out. The difficulties faced by student veterans have been attributed to various factors: poor academic preparation, PTSD and other postwar ailments, and allegedly antimilitary sentiments on college campuses. In Grateful Nation Ellen Moore challenges these narratives by tracing the experiences of Iraq and Afghanistan war veterans at two California college campuses. Drawing on interviews with dozens of veterans, classroom observations, and assessments of the work of veteran support organizations, Moore finds that veterans' academic struggles result from their military training and combat experience, which complicate their ability to function in civilian schools. While there is little evidence of antimilitary bias on college campuses, Moore demonstrates the ways in which college programs that conflate support for veterans with support for the institutional military lead to suppression of campus debate about the wars, discourage antiwar activism, and encourage a growing militarization.

Gulf stability is coming to play a larger role in the foreign policy calculus of many states, but the evolving role of Asian powers is largely under-represented in the International Relations literature. This volume addresses this gap with a set of empirically rich, theory driven case studies written by academics from or based in the countries in question. The underlying assumption is not that Asian powers have already become important security actors in the Gulf, but rather that they perceive the Gulf as a region of increasing strategic relevance. How will leaders in these countries adjust to an evolving regional framework? Will there be coordinated efforts to establish an Asian-centered approach to Gulf stability, or will Asian rivalries make the region a theater of competition? Will US–China tensions force alignment choices among Asian powers? Will Asian states balance, bandwagon, hedge, or adopt some other approach to their Gulf relationships? This book examines the processes, practices and principles of defence planning in small and middle powers. Small and middle powers are recalibrating their force postures in this age of disruption. They are adapting their defence planning and military innovation processes to protect the security of their nations. The purpose of this book is to explore defence planning and military innovation in 11 contemporary case studies of small and middle powers in North America, Europe, the Middle East, Asia and Oceania. Employing a structured focused comparison framework, it traces patterns in the choices of small and middle powers across the following themes: (1) alliances, dependencies and national ambitions; (2) approaches, processes, methods and techniques; and (3) military innovation strategies and outcomes. Breaking new theoretical ground, it offers a three-pronged typology distinguishing between the strategic defence planner, the transactional defence planners and the complacent defence planner. The book offers a rich array of insights into cases that fall across different geographies, strategic cultures and governance systems. The American Army in Germany, 1918–1923: Success against the Odds by Dean A. Nowowiejski fills a gap in American military and political history through thorough research and a compelling narrative of the Rhineland occupation. After the armistice ended the fighting on the Western Front in World War I, the US Third Army marched into the American occupation zone around the city of Koblenz, Germany, in December 1918. American forces remained there as part of an “inter-Allied” coalition until early 1923. Nowowiejski reintroduces us to a successful military diplomat, Major General Henry T. Allen, who faced two major challenges: build an efficient army and handle the complexity of working with the Allied powers of France, Britain, and Belgium in the Inter-Allied Rhineland High Commission (IARHC). Allen’s ability to balance the interests of the French with those of the occupied Germans made him an indispensable participant in the High Commission. As the French sought revenge and added security against Germany, Allen moderated their actions with diplomatic skill. When the French sent forces into Germany in 1920 and 1921, Allen ensured that the US zone around Koblenz remained free of French interference. These achievements were without the support of the administration, and Congress had no desire to take part in European affairs. Allen also had to create a competent American army in the Rhineland so that the Allied powers and the Germans would respect American views and interests. He successfully took a large number of new recruits, who replaced World War I combat veterans, and molded them into a professional fighting force. As a result, the American Forces in Germany became an exemplar for the entire US Army and a symbol to the Allies and Germans of American power and resolve. This force competently accomplished the difficult task of postwar occupation according to the highest international standards. The US administration made the decision in 1922 to radically cut back the size of Allen’s army, and in 1923 to remove all US troops from Germany. The author analyzes this withdrawal as a “missed opportunity” for US leverage on diplomatic developments in Europe.
