Open access edition: DOI 10.6069/ 9780295748733 Dominica, a place once described as “Nature’s Island,” was rich in biodiversity and seemingly abundant water, but in the eighteenth century a brief, failed attempt by colonial administrators to replace cultivation of varied plant species with sugarcane caused widespread ecological and social disruption. Illustrating how deeply intertwined plantation slavery was with the environmental devastation it caused, Mapping Water in Dominica situates the social lives of eighteenth-century enslaved laborers in the natural history of two Dominican enclaves. Mark Hauser draws on archaeological and archival history from Dominica to reconstruct the changing ways that enslaved people interacted with water and exposes crucial pieces of Dominica’s colonial history that have been omitted from official documents. The archaeological record—which preserves traces of slave households, waterways, boiling houses, mills, and vessels for storing water—reveals changes in political authority and in how social relations were mediated through the environment. Plantation monoculture, which depended on both slavery and an abundant supply of water, worked through the environment to create predicaments around scarcity, mobility, and belonging whose resolution was a matter of life and death. In following the vestiges of these struggles, this investigation documents a valuable example of an environmental challenge centered around insufficient water. Indigenous people constitute a large portion of Latin America's population and suffer from severe and widespread poverty. They are more likely than any other groups of a country's population to be poor. This study documents their socioeconomic situation and shows how it can be improved through changes in policy-influenced variables such as education. The authors review the literature of indigenous people around the world and provide a statistical overview of those in Latin America. Case studies profile the indigenous populations in Bolivia, Guatemala, Mexico and Peru, examining their distribution, education, income, labour force participation and differences in gender roles. A final chapter presents recommendations for conducting future research.

This publication examines the empirical evidence on the privatisation measures introduced in the Latin American region since the 1980s, in light of recent criticisms of the record of privatisation and allegations of corruption, abuse of market power and neglect of the poor. It includes case studies on the privatisation debate in Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, and Peru; and sets out recommendations for future reforms.

Why do women in most developing countries lag behind men in literacy? Why do women get less schooling than men? This anthology examines the educational decisions that deprive women of an equal education. It assembles the most up-to-date data, organized by region. Each paper links the data with other measures of economic and social development. This approach helps explain the effects different levels of education have on womens' fertility, mortality rates, life expectancy, and income. Also described are the effects of women's education on family welfare. The authors look at family size and women's labor status and earnings. They examine child and maternal health, as well as investments in children's education. Their investigation demonstrates that women with a better education enjoy greater economic growth and provide a more nurturing family life. It suggests that when a country denies women an equal education, the nation's welfare suffers. Current strategies used to improve schooling for girls and women are examined in detail. The authors suggest an ambitious agenda for educating women. It seeks to close the gender gap by the next century. Published for The World Bank by The Johns Hopkins University Press.

For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

"This book, designed for policymakers, academics and researchers, and SEZ program practitioners, provides the first systematic and comprehensive analysis of SEZ programs in Sub-Saharan Africa. It is the result of detailed surveys and case studies conducted during 2009 in ten developing countries, including six in Sub-Saharan Africa. The book provides quantitative evidence of the performance of SEZs, and of the factors which contribute to that performance, highlighting the critical importance not just of the SEZ itself but of the wider national investment climate in which it functions. It also provides a comprehensive guide to the key policy questions that confront governments establishing SEZ programs, including: if and when to launch an SEZ program, what form of SEZ is most appropriate, and how to go about implementing it. Among the most important findings from the study that is stressed in the book is the shift from traditional enclave models of zones to SEZs that are integrated ? with national trade and industrial strategies, with core trade and social infrastructure, with domestic suppliers, and with local labor markets.Although the book focuses primarily on the experience of Sub-Saharan Africa, its lessons will be applicable to developing countries around the world."

The Global Study on Homicide 2013 is based on comprehensive data from more than 200 countries/territories, and examines and analyses patterns and trends in homicide at the global, regional, national and sub-national levels. Such analysis is fundamental to understanding the various factors and dynamics that drive homicide, so that measures can be developed to reduce violent crime. The Study provides a typology of homicide, including homicide related to crime, coexistence-related homicide, and socio-political homicide. The nature of crime in several countries emerging from conflict, the role of various mechanisms in killing, and the response of the criminal justice system to homicide are also analyzed. A further chapter examines homicide at the sub-national level, and includes analysis at the city-level for selected global cities.

Haiti may well be the only country in the Americas with a last name. References to the land of the "black Jacobins" are almost always followed by the phrase "the poorest country in the Western Hemisphere". To that dubious distinction, on 12 January 2010 Haiti added another, when it was hit by the most devastating natural disaster in the Americas, a 7.0 Richter scale earthquake. More than 220,000 people lost their lives and much of its vibrant capital, Port-au-Prince, was reduced to rubble. Since 2004, the United Nations has been in Haiti through MINUSTAH, in an ambitious attempt to help Haiti raise itself by its bootstraps. This effort has now acquired additional urgency. Is Haiti a failed state? Does it deserve a Marshall-plan-like program? What will it take to address the Haitian predicament? In this book, some of the world's leading experts on Haiti examine the challenges faced by the first black republic, the tasks undertaken by the UN, and the new role of hemispheric players like Argentina, Brazil and Chile, as well as that of Canada, France and the United States.
