This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. Part II and Part III of the book focus on the phenomena of mass higher education in the region and the influence on academia. Mass higher education changes professors and students, who are different from those in elite higher education. Part III further discusses the challenges posed to Asian mass higher education. The Comparative and International Education Society Higher Education (HESIG) has awarded Mass Higher Education Development in East Asia the Higher Education SIG Best Book Award 2015.

This survey provides unprecedented scope and detail of analysis on higher education in the Asia-Pacific region. In this era of global integration, convergence and comparison, the balance of power in worldwide higher education is shifting. In less than two decades the Asia-Pacific region has come to possess the largest and fastest growing higher education sector on Earth. Higher education (HE) is seen to have an ever more important role in human resource development and the movement of people, students, and the workforce in the region. The Asian Development Bank's developing member countries are increasing investment in HE to support social and economic development and growth. As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. This volume seeks to identify and explore the dynamics of global forces on the development of higher education in Asia, in particular, how neoliberalism has affected reforms on university governance and management in the region. It includes a set of country-specific studies on how various countries have responded to the dominant neoliberal ideology at the systemic, institutional, and process levels. The focus is on the relationship between the state and the universities, which is usually reflected in the degree of autonomy and accountability allowed in a particular higher education system. The selected countries are Cambodia, China, Indonesia, India, Japan, Malaysia, Singapore, South Korea, and Thailand. Each case study examines the establishment of corporatised or autonomous universities in the country focusing on (i) the acts, reports, and/or policies that led to such a move as well as the rationales behind the move; (ii) the changes in the governance and organisational structure of the universities, highlighting the kinds of autonomy that the universities have; (iii) the new management strategies, techniques, and practices that have been introduced to the university including the internal and external quality assurance mechanisms, and (iv) some of the tensions, conflicts, and acts of resistance that may have emerged.
