Objective of conference is to define knowledge and technologies needed to design and develop project processes and to produce high-quality, competitive, environment- and consumer-friendly structures and constructed facilities. This goal is clearly related to the development and (re)-use of quality materials, to excellence in construction management and to reliable measurement and testing methods.

This report will be of interest to state and local highway agency construction managers and contractors with regard to learning about best practices of time-related incentive and disincentive contract provisions and their effect on staffing levels, productivity, project cost, quality, contract administration, and the contractor's operations and innovations. The report also presents a decision process guide to use as a template for crafting the incentive/disincentive provisions.

This document presents a synthesis of current information and operating practices related to roadside safety and is developed in metric units. The roadside is defined as that area beyond the traveled way (driving lanes) and the shoulder (if any) of the roadway itself. The focus of this guide is on safety treatments that minimize the likelihood of serious injuries when a driver runs off the road. This guide replaces the 1989 AASHTO "Roadside Design Guide."
