Asian countries are among the largest contributors to climate change. China, India, Japan and South Korea are among the top ten largest carbon emitters in the world, with South Korea, Japan and Taiwan also some of the largest on a per capita basis. At the same time, many Asian countries, notably India, Taiwan, Japan, the Philippines and Thailand are among those most affected by climate change, in terms of economic losses attributed to climate-related disasters. Asia is an extremely diverse region, in terms of the political regimes of its constituent countries, and of their level of development and the nature of their civil societies. As such, its countries are producing a wide range of governance approaches to climate change. Covering the diversity of climate change governance in Asia, this book presents cosmopolitan governance from the perspective of urban and rural communities, local and central governments, state-society relations and international relations. Investors are increasingly integrating environmental, social, and governance (ESG) issues into their investment decisions. Currently, more than half of managed assets in Europe are linked to ESG factors, while in Japan, ESG investment has grown dramatically in recent years. In principle, ESG investment can help to bridge the gap between profit-driven investment and economic and social sustainability in Asia and the Pacific. However, a number of challenges, such as unclear and varied sustainable investment criteria, untested impacts on corporate value and social issues, and the lack of quality data cloud the potential for increasing ESG investment. This book aims to contribute to developing a framework for future analysis and monitoring to ensure the growth of ESG investment.

This volume seeks to identify and explore the dynamics of global forces on the development of higher education in Asia, in particular, how neoliberalism has affected reforms on university governance and management in the region. It includes a set of country-specific studies on how various countries have responded to the dominant neoliberal ideology at the systemic, institutional, and process levels. The focus is on the relationship between the state and the universities, which is usually reflected in the degree of autonomy and accountability allowed in a particular higher education system. The selected countries are Cambodia, China, Indonesia, India, Japan, Malaysia, Singapore, South Korea, and Thailand. Each case study examines the establishment of corporatised or autonomous universities in the country focusing on (i) the acts, reports, and/or policies that led to such a move as well as the rationales behind the move; (ii) the changes in the governance and organisational structure of the universities, highlighting the kinds of autonomy that the universities have; (iii) the new management strategies, techniques, and practices that have been introduced to the university including the internal and external quality assurance mechanisms, and (iv) some of the tensions, conflicts, and acts of resistance that may have emerged.

The ability of governments and the global community to achieve the Millennium Development Goals, ensure security, and promote adherence to basic standards of human rights depends on people's trust in their government. However, public trust in government and political institutions has been declining in both developing and developed countries in the new millennium. One of the challenges in promoting trust in government is to engage citizens, especially the marginalized groups and the poor, into the policy process to ensure that governance is truly representative, participatory, and benefits all.
