Collective Action is now recognized as central to addressing the water governance challenge of delivering sustainable development and global environmental benefits. This book examines concepts and practices of collective action that have emerged in recent decades globally. Building on a Foucauldian conception of power, it provides an overview of collective action challenges involved in the sustainable management and development of global freshwater resources through case studies from Africa, South and Southeast Asia and Latin America. The case studies link community-based management of water resources with national decision-making landscapes, transboundary water governance, and global policy discussion on sustainable development, justice and water security. Power and politics are placed at the centre of collective action and water governance discourse, while addressing three core questions: how is collective action shaped by existing power structures and relationships at different scales? What are the kinds of tools and approaches that various actors can take and adopt towards more deliberative processes for collective action? And what are the anticipated outcomes for development processes, the environment and the global resource base of achieving collective action across scales?

The Global Water System in the Anthropocene provides the platform to present global and regional perspectives of world-wide experiences on the responses of water management to global change in order to address issues such as variability in supply, increasing demands for water, environmental flows and land use change. It helps to build links between science and policy and practice in the area of water resources management and governance, relates institutional and technological innovations and identifies in which ways research can assist policy and practice in the field of sustainable freshwater management. Until the industrial revolution, human beings and their activities played an insignificant role influencing the dynamics of the Earth system, the sum of our planet‘s interacting physical, chemical, and biological processes. Today, humankind even exceeds nature in terms of changing the biosphere and affecting all other facets of Earth system functioning. A growing number of scientists argue that humanity has entered a new geological epoch that needs a corresponding name: the Anthropocene. Human activities impact the global water system as part of the Earth system and change the way water moves around the globe like never before. Thus, managing freshwater use wisely in the planetary water cycle has become a key challenge to reach global environmental sustainability.

This book presents a historically situated explanation of the rise of global water governance and the contemporary challenges that global water governance seeks to address. It is particularly concerned with connecting what are often technical issues in water management with the social and political structures that affect how technical and scientific advice affects decisions. Schmidt and Matthews are careful to avoid the pitfalls of setting up opposing binaries, such as ‘nature versus culture’ or ‘private versus public’, thereby allowing readers to understand how contests over water governance have been shaped over time and why they will continue to be so. The book is the first of its kind to deal with almost the entire swath of water resources assessment, development and sustainable management. The idea of the book crystallized during the long journey of the Editors on various facets of water issues in India and abroad during their extended association, at all levels with the Ministry of Water Resources, River Development and Ganga Rejuvenation, as well as International Organizations dealing with water. Currently water-stressed, India is likely to become water scarce in not too distant a future. This book offers a detailed examination of the main sources of Chile’s water, its principle consumers, the gap between supply and demand, hydrological droughts, and future projected impacts of climate change. It describes, analyzes and evaluates the performance of water policies, laws and institutions, identifies the main challenges that Chile needs to face and derives lessons learnt from Chile’s reform experience. Expert contributors discuss such topics as Chile’s water policy, and the reasoning which explains its policy reform. The book presents and evaluates the performance of the legal and institutional framework of water resources. It also describes efforts to meet actual demands for water by augmenting supplies with groundwater management, waste water re-use and desalination and improve the state of water ecosystems. The last chapter presents the editor’s assessment and conclusions. The case of Chile is illustrative of a transition from command and control to market based management policies, where economic incentives play a significant role in water management.
