The purpose of this study is to understand the legal and policy constraints and opportunities in each of the 17-carbon fund (CF) countries affecting women's land and forest tenure. The study also explores women's ability to exercise land and forest rights in statutory and customary systems; how these rights may be affected by the CF programs (ERPs and BSPs); as well as what is needed to further protect and strengthen women's rights to land and forest tenure along with their ability to govern in the CF countries. This synthesis report provides a big-picture overview of the findings from all the studies; additional and more detailed information related to the activities in each country is available in the 10 country scans and seven deep-dive country reports. Because this report is a synthesis of findings from 17 countries, all statements taken from other sources are cited in the country studies. Furthermore, a bibliography of sources can be found at the end of this synthesis report.

This enlightening book brings together the work of gender and forestry specialists from various backgrounds and fields of research and action to analyse global gender conditions as related to forests. Using a variety of methods and approaches, they build on a spectrum of theoretical perspectives to bring depth and breadth to the relevant issues and address timely and under-studied themes. This technical paper emphasizes the opportunity that REDD+ and the global climate agenda represents for countries to engage more actively in securing land and resource rights for indigenous peoples and local communities. At the same time, it stresses how collective tenure rights represent a key element to achieve long-lasting and successful results for REDD+, contributing to addressing global climate change.

Gender relations shape women’s and men’s identities, norms, rules, and responsibilities. They influence people’s access to, use, and management of land and other natural resources, including ownership, tenure, and user rights to land and forests. A substantial body of research on these issues comes from the CGIAR Research Program on Policies, Institutions, and Markets (PIM), through its Flagship 5 research theme. Flagship 5 focused on gender and social inclusion in relation to land and natural resource tenure and to landscape governance, and analyzed how tenure security affects sustainable management of land, water, fish stocks, and forests. This Food Policy Report reviews the scientific contributions from Flagship 5 to the broader wealth of related literature, including key lessons about gender from these studies with respect to outcomes and impacts on natural resource management, food security, and poverty alleviation.

This edited collection chronicles the public policy responses to climate change and current and potential impacts that will affect critical and priority sectors within and across African countries now and in the coming decades. Contributions cover governance and policy responses to climate change, emphasizing continental governance and policy responses, national governance and policy responses (what selected countries in Africa are doing), and local or community policy and programmatic responses (what some selected major African communities are doing). Both women and men depend on forests, agroforestry and trees for their livelihoods, and play a critical role in managing them. However, inequalities persist in roles, rights and responsibilities of women and men, and shape the ways they participate in decision making, benefit from forest and tree resources, and experience changes in forest and tree-based landscapes. Gender biases in the wider policy environment and exclusionary social norms result in a gender gap in access to and control of assets and key resources, including land, labor, credit, information and extension services, with women facing disadvantages in several domains. These inequalities, embedded in formal and informal institutions and structures, hinder the change needed to support the sustainable and equitable development solutions that FTA seeks to deliver.As FTA's research agenda has evolved since the program's inception, so too has the program's portfolio of gender and social inclusion research. This revised research agenda and action plan draws on a tradition of quality gender work within FTA centers and complements FTA's original Gender Strategy (2013). It reflects the evolution of the program, including thematic and methodological developments in gender research and praxis, and increases the focus on the nexus of gender and generation (including youth issues), and efforts to make FTA’s research increasingly transformative.

Over the past decade, interest in gender equality and women’s empowerment has grown rapidly, creating a unique opportunity to institutionalize gender research within agricultural research for development.
