The world is currently undergoing an historic energy transition, driven by increasingly stringent decarbonisation policies and rapid advances in low-carbon technologies. The large-scale shift to low-carbon energy is disrupting the global energy system, impacting whole economies, and changing the political dynamics within and between countries. This open access book, written by leading energy scholars, examines the economic and geopolitical implications of the global energy transition, from both regional and thematic perspectives. The first part of the book addresses the geopolitical implications in the world’s main energy-producing and energy-consuming regions, while the second presents in-depth case studies on selected issues, ranging from the geopolitics of renewable energy, to the mineral foundations of the global energy transformation, to governance issues in connection with the changing global energy order. Russia’s use of its vast energy resources for leverage against post-Soviet states such as Ukraine is widely recognized as a threat. Yet we cannot understand this danger without also understanding the opportunity that Russian energy represents. From corruption-related profits to transportation-fee income to subsidized prices, many within these states have benefited by participating in Russian energy exports. To understand Russian energy power in the region, it is necessary to look at the entire value chain—including production, processing, transportation, and marketing—and at the full spectrum of domestic and external actors involved, from Gazprom to regional oligarchs to European Union regulators. This book follows Russia’s three largest fossil-fuel exports—natural gas, oil, and coal—from production in Siberia through transportation via Ukraine to final use in Germany in order to understand the tension between energy as threat and as opportunity. Margarita M. Balmaceda reveals how this dynamic has been a key driver of political development in post-Soviet states in the period between independence in 1991 and Russia’s annexation of Crimea in 2014. She analyzes how the physical characteristics of different types of energy, by shaping how they can be transported, distributed, and even stolen, affect how each is used—not only technically but also politically. This edited collection details and analyses the dramatic changes that the international political economy of energy has undergone in the past decade. This change began with the increasing assertiveness of Russia when the oil price rose above the $100 mark in 2008. This, combined with the rise of shale oil and gas, made the USA all but self-sufficient in terms of fossil fuels. The collapse of the oil price in 2014-15, Saudi Arabia’s new strategy of defending its market share and the increasingly tense and controversial relationship between the West and Russia all worked to further strengthen the geopolitical dimension of energy in Europe. The global result is a world in which geopolitics play a bigger part than ever before; the central question the authors of this volume grapple with is how the EU – and European small states – can deal with this. Indonesia is the largest country in the Association of Southeast Asian Nations (ASEAN), accounting for around two fifths of the region's energy consumption. Energy demand across the country's more than 17,000 islands could increase by four fifths and electricity demand could triple between 2015 and 2030.While reliance on domestic coal and imported petroleum products has grown, Indonesia has started adding more renewables to its energy mix. The country has set out to achieve 23% renewable energy use by 2025, and 31% by 2050.REmap - the global roadmap from the International Renewable Energy Agency (IRENA) - addresses this challenge, presenting a range of technology and resource options, along with key insights on the opportunities and challenges ahead.As this REmap country report shows, Indonesia could feasibly exceed its current goals and deploy even more renewables. The European Green Deal aims to make Europe the first climate-neutral continent by 2050. This is not going to be an easy journey. To be successful, the European Green Deal will have to foster major shifts in the European industrial structure, including transitions from fossil fuels to renewable energy and from combustion engine cars to electric cars. Shifting economies from brown to green would be a major, historic socio-economic transformation. In this context of broad, paradigmatic, change for European industry, a 'green industrial policy' will be fundamental to Europe's climate change ambitions. But what is green industrial policy? What market failures must it address? Unlike traditional industrial policy, green industrial policy must be directed to twin goals of climate protection and social welfare. Green industrial policy initiatives in the European Union so far, however, have been piecemeal and fragmented. This Blueprint examines how past mistakes can be avoided and how the EU can develop a coherent green industrial policy that will serve the goals of the European Green Deal.
