People are often surprised to learn that although the current global levels of food production are sufficient to feed all of humanity, the problems of undernourishment increase year by year in many countries. Economic growth, while important, is not a guarantee for reducing hunger. The intensification of income concentration worldwide, in the face of the persistence of millions of hungry families, demonstrates that economic interest is not guided by the needs of humanity. Moreover, the problem of food no longer refers to the lack of food alone. Many people are still unaware that our diets are not simply choices of taste and tradition but the result of international dynamics driven by geopolitical factors, the trajectory of capitalism, and other ulterior forces. The State of Food Insecurity in the World 2009 presents the latest statistics on global undernourishment and concludes that structural problems of uderinvestment have impeded progress toward the World Food Summit goal and the first Millennium Development Goal hunger reduction target. This disappointing state of affairs has been exacerbated by first the food crisis and now the global economic crisis that, together, have increased the number of undernourished people in the world to more that one billion for the first time since 1970. New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

In recent years, a greater level of integration of the world economy and an opening of national markets to trade has impacted virtually all areas of society. The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. Globalization can also have a profound impact on the water sector – in terms of allocation and use of water – and thus on food security as well. Other global change processes, particularly climate change, are also likely to have far-reaching impacts on water and food security, and societies around the world. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

‘Food Insecurity and Revolution in the Middle East and North Africa’ studies the political economy of agrarian transformation in the eponymous regions. Examining Egypt and Tunisia in detail as case studies, it critiques the dominant tropes of food security offered by the international financial institutions and promotes the importance of small-scale family farming in developing sustainable food sovereignty.
