James Braidwood (1800-1861) was a Scottish firefighter who founded one of the world's first municipal fire service in Edinburgh in 1824. He was the first director of the London Fire Engine Establishment (the brigade which was eventually to become the London Fire Brigade). He is credited with the development of the modern municipal fire service. He was educated at the Royal High School. He learned about the construction of buildings after joining his father's building firm as an apprentice, knowledge he was later to put to good use. Appointed Master of Fire Engines at the age of 24, two months prior to the Great Fire of Edinburgh, Braidwood established principles of fire-fighting that are still applied today.

Conservation of existing facilities has become of prime importance. It is hoped that this Handbook will be of value in promoting such conser vation and that it will also serve as a guide in post-war planning. The Handbook presents in brief form a procedure for the prevention and control of fire losses. It contains some fundamentals of construction, Operation, and protection which have a bearing on fire prevention and control. Defects that have been found from many years of experience in the review of plans and from field surveys to be somewhat com mon are emphasized in the text. Safe practice standards for specific types of hazards are summarized in the Appendix. Fire losses can be controlled, and the extent of such control will depend upon the degree of protection that is justifiable in the design of a building and its equipment, the standard of maintenance that is established, and the availability of trained personnel and suitable equipment to cope with emergencies. Incendiary bombs, high-explosive bombs, and sabotage are not discussed in this Handbook.
