Synopsis Farms, family farms, farmland distribution and farm labour: What do we know today? by : Food and Agriculture Organization of the United Nations
A better and more complete understanding of family farms is urgently needed to guide policy makers’ efforts towards achieving a number of Sustainable Development Goals (SDGs). This paper takes stock of the number of farms worldwide, and their distribution and that of farmland, on the basis of agricultural censuses and survey data. Thus, it shows that there are more than 608 million farms in the world. Rough estimates also indicate that more than 90 percent of these farms are family farms (by our definition) occupying around 70–80 percent of farmland and producing about 80 percent of the world’s food in value terms. We underscore the importance of not referring to family farms and small farms (i.e., those of less than 2 hectares) interchangeably: the latter account for 84 percent of all farms worldwide, but operate only around 12 percent of all agricultural land, and produce roughly 36 percent of the world’s food. The largest 1 percent of farms in the world operate more than 70 percent of the world’s farmland. The stark differences between family farms, in terms of size, their share in farmland distribution, and their patterns across income groups and regions, make clear the importance of properly defining different types of farms and distinguishing their differences when engaging in policy discourse and decision making towards the SDGs. The paper also considers evidence on labour and age provided by the censuses. There is a need to improve agricultural censuses if we want to deepen our understanding of farms.

Smallholder farmers are commonly thought of as farmers who manage two hectares of land or less. By some estimates they represent approximately a quarter of the world’s population, and manage half of the world’s arable land; they generate billions of dollars in forest and timber products. Collectively, smallholders have the transformative potential to achieve sustainable development and respond to climate change at landscape scales. In order to achieve this collective action, smallholders can and do organize themselves into organizations such as associations and cooperatives, i.e. forest and farm producer organizations (FFPOs). Empowering forest and farm producer organizations will be critical to delivering on the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) for mitigating climate change as part of the Paris Agreement. This document has three main premises: first, that smallholders’ farms are businesses, and the decisions that smallholders make about their farms are primarily based on their expected return on investments. The second premise is that the business of growing trees on farms can increase family farmers’ economic resilience and improve the net environmental impact of family farming. The third premise is that small farmers’ business of growing trees will be more economically successful if they can organize themselves to achieve scale. What follows from these premises is the purpose of this document: supporting producer organizations to collect information on their tree assets (i.e. trees grown on their farms) for commercial purposes.

Climate change, poverty, inequality, and other disruptive factors are changing the way water is used for agriculture. Although IFI investments are only one of the tools that can be used to address food and agricultural water security, they can be a critical catalyst for change. A research study carried out by the Stockholm Environment Institute, under the direction of the FAO Investment Centre, examines IFI investments and financing mechanisms in agricultural water over the last decade (2010–2019) and identifies emerging goals, areas of investments and innovations. The study aims to provide IFIs and international development agencies insight into what has and has not worked in agricultural water investments, while offering promising new mechanisms and investment priorities for the future. The analysis focuses heavily on public investment as provided by IFIs, but also considers the role of private and public-private investment, and farmers as private investors and entrepreneurs. This publication is part of the Directions in Investment series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.

Satisfying the changing food habits and increased demand for food intensifies pressure on the world’s water, land and soil resources. However, agriculture bears great promise to alleviate these pressures and provide multiple opportunities to contribute to global goals. Accomplishing this requires accurate information and a major change in how we manage these resources. Recent assessments, projections and scenarios from the international community show the continued and increasing depletion of land and water resources, loss of biodiversity, associated degradation and pollution, and scarcity in the primary natural resources. SOLAW 2021 highlights the major risks and trends related to land and water and presents means of resolving competition among users and generating multiple benefits for people and the environment. The DPSIR framework was followed in order to identify the Drivers, Pressures, Status, Impact and Responses. SOLAW 2021 provides an update of the knowledge base and presents a suite of responses and actions to inform decision-makers in the public, private, and civil sectors for a transformation from degradation and vulnerability toward sustainability and resilience.

Public policies for family farming – when done appropriately – provide a perfect match between different policy areas related to productive, economic, social, environmental and cultural dimensions of sustainable food systems. The Learning framework for inclusive, integrated and innovative public policy cycles for family farming was developed under the framework of the United Nations Decade of Family Farming (2019–2028) to support policymakers, family farmers’ organizations and other relevant stakeholders to increase their understanding of public policy cycles and family farming related policies. This technical and methodological capacity development programme is adaptable to local, national or regional priorities. It offers a holistic perspective to building knowledge and capacity of the various actors involved in the design, implementation and review of effective and coherent policies and programmes. This learning framework responds to the needs of multiple actors, expressed during the UNDFF pre-consultation process, to identify ways to create truly effective and efficient policy frameworks for family farming, and to better engage and participate during policy processes. To provide an appropriate answer to these needs the learning framework was designed through a participatory process building on the experience of governments and family farmers’ organizations, researchers and UN staff, gathering inputs from all relevant actors around the world.
