This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections. The following chapters are divided into sections. The second section explores aspects of regional governance and how the economic and financial crises were managed on a macro level in Europe and Latin America. The third and fourth sections use case studies to drill down to the impact of the crises at the national and regional levels, including the emergence of political polarization and rise in populism in both areas. The European Stability Mechanism and its temporary predecessor the EFSF provided billions of euros in loans to five hard-hit euro area countries during the European financial and sovereign debt crisis of the early 2000s, helping to safeguard the stability of those countries and the euro area as a whole. Initially, the crisis-torn euro area was ill-equipped institutionally, but the rapid establishment of the firewalls, the assistance programmes, deep‐seated country reforms, the strengthening of European institutions, and extraordinary European Central Bank measures shielded Europe from a euro area break-up. With the EFSF/ESM set-up, its managers aspired to create a new, more entrepreneurial international financial institution, one that is agile enough to respond quickly to new challenges, while still ensuring the strict governance befitting an organisation pursuing a public mission. The euro area has emerged from near disaster in more robust shape. As Europe strives to further strengthen its architecture in preparation for any possible future crises, it is important to reflect upon how the euro area reinvigorated its fortunes and draw the relevant lessons for future crisis management in Europe and beyond.

International demand for military crisis-management missions continues to grow and demand for troops continues to outstrip supply. Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

Today, the European Union is facing a crisis as serious as anything it has experienced since its origins more than half a century ago. What makes this so serious is that it is not a single crisis but rather multiple crises – the euro crisis, the migration/refugee crisis, Brexit, etc. – that overlap and reinforce one another, creating a cumulative array of challenges that threatens the very survival of the EU. For the first time in its history, there is a real risk that the EU could break up. This volume brings together sociologists, economists and political scientists from around Europe to shed light on how the EU got into this predicament. It argues that the multiple crises that have plagued the European Union in the last decade stem to a large extent from flaws in its construction and that these flaws are consequences of the political processes that led to the formation of the EU – in other words, the decisions that made possible the development of the EU created the conditions for the multiple crises it experiences today. This timely and wide-ranging book on one of the most important issues of our time will be of great interest to students and scholars in the social sciences, to politicians and policy-makers and to anyone concerned with Europe and its future.

This book explores European Union crisis management and draws implications for its role as an international security actor. The success of EU crisis management has varied greatly and this book aims to identify the key factors that explain the differing degrees of coherence through a comparative analysis of its multidimensional crisis responses in Africa. The empirical focus lies on three prominent EU crisis management cases, namely Libya in 2011, Somalia in 2011-2012, and the Sahel in 2012-2013. It analyses the activities and interaction of EU institutional actors and member states, with a focus on France, the United Kingdom, and Germany. The book argues that the EU represents a rather unpredictable security actor, whose multi-level coherence is contingent on the congruence of domestic economic and electoral interests, as well as national threat perceptions, and the extent to which EU-level coherence norms resonate with national norms on the use of force and modes of multilateral cooperation. In sum, this book offers systematic insight into EU crisis management and clarifies the conceptual and empirical boundaries of the comprehensive approach. Finally, the study of the micro-foundations of coherence allows for policy-relevant suggestions on the EU’s future role as a security actor.
