The expansion of the European Union (EU) has put an end to the East-West division of Europe. At the same time it has increased the cultural heterogeneity, social disparities and economic imbalances within the EU, exemplified in the lower living standards and higher unemployment rates in some of the new member states. This important new reference work describes the education systems, labour markets and welfare production regimes in the 10 new Central and Eastern Europe (CEE) countries. The political and economic geography of Europe is changing - the European Community is expanding its boundaries towards EFTA and is resuming a closer association with Central and Eastern European regions engaged in radical restructuring. The expansion of the European Union in 2004 has had significant consequences for both existing and new members of the Union. New member states are assimilating into a new institutional and policy framework, while the changing geography of Europe provides a different context for policy development in pre-2004 member states. One of the more important fields in which these changes are impacting is regional development. The admission of the new countries changes patterns of economic and social disparities across the territory of the European Union, which in turn demands that existing approaches to regional development are reconsidered. An approach which has proved to be one of the most innovative is spatial planning. This book brings together a team of academics and policy makers from across the new Europe involved in regional development and spatial planning. Providing insights into different approaches, it offers a valuable opportunity to compare experiences across European borders.

Do they take jobs away from the natives? And will the source countries suffer from severe brain drain or demographic instability? In a timely and unprecedented contribution, this book integrates what is known about post-enlargement migration and its effects on EU labor markets. Based on rigorous analysis and hard data, it makes a convincing case that there is no evidence that the post-enlargement labor migrants would on aggregate displace native workers or lower their wages, or that they would be more dependent on welfare. While brain drain may be a concern in the source countries, the anticipated brain circulation between EU member states may in fact help to solve their demographic and economic problems, and improve the allocative efficiency in the EU. The lesson is clear: free migration is a solution rather than a foe for labor market woes and cash-strapped social security systems in the EU.

Japan and the European Union are two «civilian powers» that have dramatically extended and diversified their role on the world stage and that have launched together an Action Plan dealing with peace and stability, economic, environmental, commercial and financial governance, and cultural exchanges and cooperation. Their bilateral cooperation has been intensified as well as their cross contribution to the G8 and multilateral organisations like the United Nations and the World Trade Organisation. In parallel, their respective domestic and international positions have changed. The EU has integrated ten new members, adopted a Constitution and developed a security and defence policy. Japan has widened its international and security role and reorganised most of its economic policies. Therefore, Japan and the enlarged European Union are actors and partners in the process of global governance. This book addresses the cooperation between Japan and the enlarged European Union for a more secure world, sustainable development and global governance. It gathers contributions from European and Japanese experts who have established a permanent network on this topic and meet every year for seminars in Brussels under the aegis of the Trans European Policy Studies Association (TEPSA) and its Belgian member organisation Study Group on European Policies (SEP-GEPE), with the support of the Japan Foundation. The book is a joint Japanese-European contribution to the Year of Japan-European Union People-to-People Exchanges declared in 2005.
