Synopsis Energy and Environmental Issues in Eastern Europe and Central Asia by :

Energy and environmental problems undermine the potential for sustained economic development and contribute to political and economic instability in the strategically important region surrounding the Caspian and Black Seas. Many organizations supporting efforts to resolve problems in this region have found that consensus building--a prerequisite for action--is a difficult process. Reaching agreement on priorities for investment, technical collaboration, and policy incentives depends upon informed decision-making by governments and local stakeholders. And while vast quantities of data and numerous analyses and reports are more accessible than ever, wading through the many potential sources in search of timely and relevant data is a formidable task. To facilitate more successful data searches and retrieval, this document provides annotated references to over 200 specific information sources, and over twenty primary search engines and data retrieval services, that provide relevant and timely information related to the environment, energy, and economic development around the Caspian and Black Seas. This document is an advance copy of the content that Oak Ridge National Laboratory (ORNL) plans to transfer to the web in HTML format to facilitate interactive search and retrieval of information using standard web-browser software.

The Global Environment Outlook (GEO-2000) explores alternative policy options for Europe and Central Asia focuses on energy use as an important driver for environmental problems across the region. It considers the question of what can be achieved by moderate measures, and whether this will be enough. The report includes an outline of the methodology for all region-specific studies on alternative policies for GEO-2000.

Synopsis Lights Out? by : World Bank

Emerging Europe and Central Asia, the region made up of the countries of Central and South East Europe (CSE) and the Commonwealth of Independent States (CIS), is a major energy supplier to both Eastern and Western Europe. However, the outlook for both primary and derivative energy supplies is questionable, with a real prospect that there will be a significant decline during the next two decades. Western Europe is heavily dependent on energy imports from this region and therefore will be affected by declines in primary energy supplies. But Western Europe has the financial capacity to secure the energy supplies it needs (albeit at the expense of others). In contrast, the region s energy-importing countries are caught between Western Europe, which has increasing import needs, and it s own exporters, whose exports will likely decline. These countries face the prospect of being squeezed not only financially but also in terms of energy access. This difficult prospect is compounded by the deterioration of the energy infrastructure, including power generation and district heating. Although the public sector will have to finance a portion of these infrastructure investments, it will not have the capacity to meet the full needs. It is essential, therefore, that the countries in the region move quickly to put in place an enabling environment to support investment in the sector. Further complicating these issues are environmental concerns, in particular concern about climate change. EU member states and those with EU ambitions will need to meet the challenging EU greenhouse gas emissions targets. At the same time, a number of countries in the region will face the temptation to use environmentally unfriendly technology to meet their immediate energy needs. 'Lights Out?' analyzes key measures that can help countries address all of these challenges.

Synopsis Lights Out? The Outlook for Energy in Eastern Europe and Central Asia by : Weltbank

It is very likely that an energy crunch could hit several countries in Eastern Europe and Central Asia (ECA) in the next five or six years. Before the financial crisis of 2008, several electricity importing countries in the region had begun to experience difficulties with supply; however, the crisis has reduced demand and created some breathing room. It has also created a window of opportunity to take action to mitigate the impact of the anticipated energy crunch. But countries need to act now. Mitigating actions are required on both the supply side and the demand side and will require significant investments (about $3.3 trillion in 2008 dollars over the next 20 years, or about 3% of cumulative gross domestic product) if the region wants to meet all its anticipated energy needs. This level of investment cannot be provided by the public sector alone and measures will be required to create a climate that appeals to private sector investors. In conclusion, the region faces a potential energy crunch. The financial crisis has provided some breathing room to address the potential energy constraints, but countries need to act quickly to take advantage of this window of opportunity by promoting an attractive climate for investment. At the same time they need to ensure that the energy strategies they pursue are perceived as being responsive to environmental concerns.

Synopsis Rural Development, Natural Resources, and the Environment by : L. Alexander Norsworthy

"Many of the irrigation systems in Eastern Europe and the former Soviet Union have been shut down because of problems related to organizational requirements, the supply of energy, land ownership, profitability, cost, agricultural marketing problems, and external and internal strife." Improving the relative inefficiency of agriculture and protection of the natural environment are two of the most important challenges facing the countries of the Commonwealth of Independent States and Central and Eastern Europe. This volume documents the development experience in rural, natural resources and environment projects, and research and technical assistance activities in the Eastern Europe and Central Asia Region. This experience has varied widely between sectors and between countries. However, certain lessons learned should inform future activities in the same sectors. Some of the most important findings for these economies include the importance of institutional capacity to sustain reforms, the value of facilitating local participation to increase the sustainability of development programs, and the requirements for fostering a dialog between stakeholders, including the private sector.
