After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The end of the Cold War and economic liberalization in India marked a new turn in Indian diplomacy. The 'Look East' policy promulgated in the early 1990s entailed several strategic and economic initiatives aimed at deepening India's ties with Southeast Asia, which had been neglected earlier. Despite the launch of the program a decade and a half ago, Indias involvement with the region proved to be fitful. With the 'Act East' initiative, which was launched in 2014, there appears to be a renewed emphasis on forging working relationships with various states in the region. This volume, part of the Oxford International Relations in South Asia series, presents an overarching assessment of the contents, successes, and failures of India's Southeast Asia policy, with important pointers to how this relationship could be steered in the future. Southeast Asia’s Internet users are far more diverse than usually reported. They range from the urban youth with laptops and highspeed Wi-Fi, to the older generation semi-rural and rural users with affordable mobile phones for Facebook and WhatsApp. Southeast Asians generally trust social media platforms more than in Western societies. This trust in social media reflects a lack of trust in local mainstream media and official sources of information. What campaign information (and disinformation) is being spread and which ones are most successful are essential for understanding how voters in Southeast Asia use and trust social media. Social media platforms and Southeast Asia’s “app industry” need clearer and enforced regulation on their use of data and the extent to which they can sell data to advertisers. These advertisers include, but are not limited to, politicians and political parties. Since the future of social media usage will likely lie in closed groups, the role of big data analyses that have dominated research on social media over the past ten years, is likely to regress. Instead, ethnographic scholars who can access these groups and engage with their particular interests and identities are more likely to be useful in understanding the digital sphere in the future.

China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region.
