This report presents the findings of a research study conducted to develop procedures for the design of structural HMA overlays over existing flexible pavements in Wisconsin. The recommended procedures are presented in a hierarchal approach to allow the user the flexibility of estimating the effective structural number of an in-place HMA pavement based on visual and/or nondestructive deflection testing data and to develop overlay thickness requirements based on the structural deficiency approach.

Synopsis Evaluation of Rigid Pavement Overlay Design Procedures by : Kamran Majidzadeh
A review and evaluation of existing rigid pavement overlay design procedures, including the ARE procedure (DOT-FH-11-8544) resulted in a fully computerized rational method for the design of overlays for rigid pavements. The OAR procedure has been applied to several pavements in different parts of the U.S. with excellent correlation in performance prediction. Data input to the program is simple and fast, and the report contains instructions on development of input data with a minimum of testing.
