This is the first of three volumes comprising the Design of TVA Projects and is one of a planned series of special reports recording the experience of TVA in carrying out the major phases of its engineering and construction program. It undertakes to explain that part of the work of TVA"s design division that is commonly included in the term "civil engineering"; that is, the design of the primary structures of the TVA.
