This book explores the interface between terrorism and the internet and presents contemporary approaches to understanding violent extremism online. The volume focuses on four issues in particular: terrorist propaganda on the internet; radicalisation and the internet; counter campaigns and approaches to disrupting internet radicalisation; and approaches to researching and understanding the role of the internet in radicalisation. The book brings together expertise from a wide range of disciplines and geographical regions including Europe, the US, Canada and Australia. In this report, the authors seek to understand how violent extremists behave in an increasingly complex online ecosystem. This ecosystem, which is characterised by technological innovation and diversification of platforms, offers significant utility and advantages to violent extremists. By interrogating the variety of tactics and strategies being used globally, the authors have identified gaps in the understanding of the expansive contours of the violent extremism (VE) online landscape. The study highlights the extent to which these challenges require enhanced policy settings. Violent extremists have learned to adjust their behavioural posture through a variety of tactical measures to evade common counters. Although law enforcement agencies are conscious of how enforcement and denial actions change behaviours, there will always be a trade-off between keeping extremists where they can be monitored online and deplatforming them to reduce potential harm. Some of the ongoing adaptations of violent extremists are illustrated in this report, using case studies and examples from a variety of different platforms. At the strategic level, the authors dissect the ways in which violent extremist networks engage across alternative-technology and mainstream platforms according to the opportunities afforded by each platform. Developing a greater, more detailed understanding of the online VE landscape is imperative because of the extraordinary proliferation of VE activity online.

Advances in digital technologies have provided ample positive impacts to modern society; however, in addition to such benefits, these innovations have inadvertently created a new venue for criminal activity to generate. Exploring the ‘dark side’ of digital diplomacy, this volume highlights some of the major problems facing democratic institutions in the West and provides concrete examples of best practice in reversing the tide of digital propaganda. Digital diplomacy is now part of the regular conduct of International Relations, but Information Warfare is characterised by the exploitation or weaponisation of media systems to undermine confidence in institutions: the resilience of open, democratic discourse is tested by techniques such as propaganda, disinformation, fake news, trolling and conspiracy theories. This book introduces a thematic framework by which to better understand the nature and scope of the threats that the weaponization of digital technologies increasingly pose to Western societies. The editors instigate interdisciplinary discussion and collaboration between scholars and practitioners on the purpose, methods and impact of strategic communication in the Digital Age and its diplomatic implications. What opportunities and challenges does strategic communication face in the digital context? What diplomatic implications need to be considered when governments employ strategies for countering disinformation and propaganda? Exploring such issues, the contributors demonstrate that responses to the weaponisation of digital technologies must be tailored to the political context that make it possible for digital propaganda to reach and influence vulnerable publics and audiences. American Muslims have played an important role in helping to counter violent extremism (CVE) and support for al-Qa'ida, and are increasingly using the Internet and social media to these ends. Discussions with a number of Muslim leaders active in social media suggest that it is possible to expand such efforts even further, and doing so is a major objective of the August 2011 White House strategy to counter violent extremism. RAND researchers reviewed literature and interviewed American Muslims experienced in social media to understand and explain key challenges facing Muslim activists against extremism, and to identify ways in which the public and private sector can help empower CVE voices online. Their recommendations include reducing the national security focus of CVE where possible: addressing sources of mistrust within the Muslim community, focusing engagement and education on those influential in social media, and enhancing both government and private-sector funding and engagement

Countering violent extremism consists of various prevention and intervention approaches to increase the resilience of communities and individuals to radicalization toward violent extremism, to provide nonviolent avenues for expressing grievances, and to educate communities about the threat of recruitment and radicalization to violence. To explore the application of health approaches in community-level strategies to countering violent extremism and radicalization, the National Academies of Sciences, Engineering, and Medicine held a public workshop in September 2016. Participants explored the evolving threat of violent extremism and radicalization within communities across America, traditional versus health-centered approaches to countering violent extremism and radicalization, and opportunities for cross-sector and interdisciplinary collaboration and learning among domestic and international stakeholders and organizations. This publication summarizes the presentations and discussions from the workshop.

Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

This book presents original research on gender and the power dynamics of diverse forms of violent extremism, and efforts to counter them. Based on focus group and interview research with some 250 participants in Canada, France, Germany, the Netherlands and UK in 2015 and 2016, it offers insights from communities affected by radicalisation and violent extremism. It introduces the concept of gendered radicalisation, exploring how the multiple factors of paths to violent extremist groups – social, local, individual and global – can differ for both men and women, and why. The book also offers a critical analysis of gender and terrorism; a summary of current policy in the five countries of study and some of the core gendered assumptions prevalent in interventions to prevent violent extremism; a comparison of Jihadi extremism and the far right; and a chapter of recommendations. This book is of use to academics, policy-makers, students and the general reader interested in better understanding a phenomenon defining our times.

This book examines how de-radicalisation programmes have been portrayed in the media and details the role of public relations (PR) strategies employed by such programmes and Countering Violent Extremism (CVE) to create positive coverage of their work. CVE and de-radicalisation programmes have seen a significant rise in recent years and are now cornerstones of many countries’ counterterrorism strategies. Despite the increased importance of these tools to counter violent radicalisation leading to terrorism, they remain controversial and sometimes receive fierce public criticism and opposition. This work looks at how CVE and de-radicalisation programs are able to influence a country’s discourse on de-radicalisation, and how far governmental programs differ from non-governmental initiatives in terms of their PR strategies. The book also provides a theoretical basis of how the discourse on CVE is constructed in the media. As major case studies, this book examines the United Kingdom, Germany and Nigeria. For these countries, the authors have gathered and assessed roughly 3,000 newspaper articles on de-radicalisation programmes over a decade to provide an empirical base. This book will be of much interest to students of countering violent extremism, de-radicalisation, and terrorism studies.
