Over the past two decades, projects supported by the International Development Research Centre (IDRC) have critically examined the ways in which information and communications technologies (ICTs) can be used to improve learning, empower the disenfranchised, generate income opportunities for the poor, and facilitate access to healthcare in Africa, Asia, Latin America and the Caribbean. Considering that most development institutions and governments are currently attempting to integrate ICTs into their practices, it is an opportune time to reflect on the research findings that have emerged from IDRC’s work and research in this area. “Connecting ICTs to Development” discusses programmatic investments made by IDRC in a wide variety of areas related to ICTs, including infrastructure, access, regulations, health, governance, education, livelihoods, social inclusion, technical innovation, intellectual property rights and evaluation. Each chapter in this book analyzes the ways in which research findings from IDRC-supported projects have contributed to an evolution of thinking, and discusses successes and challenges in using ICTs as tools to address development issues. The volume also presents key lessons learned from ICT4D programming and recommendations for future work.

Information and communication technologies have long promised to provide quality education, improve healthcare, allow open government, and solve environmental issues. To realize this potential and influence policy-making and programme design, the Singapore Internet Research Center, supported by the IDRC, created an innovative research capacity-building programme, SIRCA.

Enthusiasm amongst international development agencies about harnessing the potential of information and communications technologies (ICTs) for development has generated questionning of the impact and sustainability of such interventions. By presenting the findings of research specifically designed to measure impact on livelihoods, Strengthening Rural Livelihoods offers new evidence for the development benefits of ICTs. Mobile phones are close to ubiquitous in developing countries; Internet and broadband access are becoming commonplace. Information and communication technologies (ICTs) thus represent the fastest, broadest and deepest technical change experienced in international development. They now affect every development sector – supporting the work of hundreds of millions of farmers and micro-entrepreneurs; creating millions of ICT-based jobs; assisting healthcare workers and teachers; facilitating political change; impacting climate change; but also linked with digital inequalities and harms – with the pace of change continuously accelerating. Information and Communication Technology for Development (ICT4D) provides the first dedicated textbook to examine and explain these emerging phenomena. It will help students, practitioners, researchers and other readers understand the place of ICTs within development; the ICT-enabled changes already underway; and the key issues and interventions that engage ICT4D practice and strategy. The book has a three-part structure. Information and communication technology (ICT) has always mattered in agriculture. ICT in Agriculture, Updated Edition is the revised version of the popular ICT in Agriculture e-Sourcebook, first launched in 2011 and designed to support practitioners, decision makers, and development partners who work at the intersection of ICT and agriculture. Our hope is that this updated Sourcebook will be a practical guide to understanding current trends, implementing appropriate interventions, and evaluating the impact of ICT interventions in agricultural programs.

Development Connections takes stock of recent advances in what is broadly known as Information and Communication Technologies (ICTs). The authors seek to discover how information and telecommunication technologies affect both the public and private sectors in Latin America and how they can optimize ICT returns to society.
