The civil war in the Islamic Southern Philippines is one of the longest-lasting conflicts in Southeast Asia.This book dates back to a workshop on that conflict at the Department of Political Science of the University of Gottingen, Germany. The particular interest in the Moro conflict in Gottingen is due to the fact that a family from that city was among those tourists who were kidnapped in Sipadan (Malaysia) by the Abu Sayyaf group in spring 2000 and held hostage on the island of Jolo (Sulu) for almost half a year. Although the geographical and cultural backgrounds of most of the contributors to this volume differ from the parties involved in the conflict, the editors hope that this volume offers adequate views, theoretical approaches, and methodologies, which prove helpful in understanding and eventually ameliorating the conditions of the people living in "Moro land".

Religious freedom is so often presented as a timeless American ideal and an inalienable right, appearing fully formed at the founding of the United States. That is simply not so, Tisa Wenger contends in this sweeping and brilliantly argued book. Instead, American ideas about religious freedom were continually reinvented through a vibrant national discourse--Wenger calls it "religious freedom talk--that cannot possibly be separated from the evolving politics of race and empire. More often than not, Wenger demonstrates, religious freedom talk worked to privilege the dominant white Christian population. At the same time, a diverse array of minority groups at home and colonized people abroad invoked and reinterpreted this ideal to defend themselves and their ways of life. In so doing they posed sharp challenges to the racial and religious exclusions of American life. People of almost every religious stripe have argued, debated, negotiated, and brought into being an ideal called American religious freedom, subtly transforming their own identities and traditions in the process. In a post-9/11 world, Wenger reflects, public attention to religious freedom and its implications is as consequential as it has ever been.

This thesis analyzes the various dimensions of the Philippines' Moro conflict and the relevant peace processes by (1) providing a historical context to further understanding of the problems at hand; (2) identifying the criteria essential to success of peace efforts; (3) evaluating the respective peace accords against these criteria; and (4) proposing solutions designed to maximize the prospects for the long sought-after just and sustainable peace.

Underlying all the manifestations of a complex conflict in the southern Philippines is a straightforward political-economic explanation. This study contends that landlessness and the continuing weakness of state institutions in implementing agrarian reform and enforcing ancestral domain claims are fundamental issues whose resolution may well hold the key to establishing long-term peace in the southern Philippines.

The peace negotiation between the Government Republic of the Philippines and the secessionist Moro Islamic Liberation Front which started in 1997 during the time of former President Fidel V. Ramos went through turbulent times in the year 2000 when the succeeding President, Joseph Estrada, failed to continue the momentum of the peace initiative and instead declared an "all out war" in dealing with the rebel group. When Gloria Macapagal Arroyo became president in 2001, she turned the "all out war" policy into an all out peace, which opened up hopes for the peaceful resolution of the conflict. Peace negotiations between the GRP and the MILF were resurrected and both sides have re-affirmed their commitment to a negotiated political settlement as the only solution to the conflict. This thesis analyzes the prospect for a sustainable peace between the GRP and MILF by looking at the following variables: (1) the conflict and its ripeness for resolution, (2) the ongoing peace process, and (3) the involvement of external actors. General findings of this study indicate a good prospect for a comprehensive peace agreement next year and a good chance for its implementation due to the favorable conditions cited in this thesis.
