This Rules is established based on the safety risk and certification risk of automobile products; stipulates the basic principles and requirements for compulsory certification of all vehicles within its scope of application. Its purpose is to ensure that certified vehicles continue to comply with laws, regulations, and standards.

This Rules applies to products that are assessed by self-declaration in China Compulsory Certification catalogue. This Rules stipulates the definitions, self-declaration procedures, conformity information submission and self-declaration requirements, CCC mark, post-market supervision, and responsibilities and obligations of related parties, etc. for the self-declaration assessment method of China Compulsory Certification.

This Rules is applicable to the related activities, such as certificate cancellation, suspension and withdrawal, involved in the CCC certification process of each certification body. Regarding the normative documents such as relevant CCC certification implementation rules, formulated by Certification and Accreditation Administration of the PRC (hereinafter referred to as CNCA) before the issuance of this Rules; as well as the relevant technical and procedural documents formulated by each certification body itself; if they are not in conformity with this Rules, this Rules shall prevail.

This Provisions applies to the implementation and management of ODM model compulsory product certification (excluding security and fire protection products). The related definitions of ODM model are as follows: ODM factory: A factory which designs, processes, and produces the same products for one or more manufacturers by using the same quality assurance capability requirements, the same product design, production process control and inspection requirements, etc. ODM initial certification certificate holder: An organization which holds the initial CCC certification certificate of ODM product. ODM model: A commissioned manufacturing model where the ODM factory, in accordance with the documents such as relevant agreements with the manufacturer, designs, processes, and produces products for the manufacturer.

This Implementation Rules is applicable to the submission, transmission and disclosure of relevant information among all relevant parties of CCC certification, such as compulsory product designated certification bodies, laboratories, CCC certification mark management centers, certification and accreditation associations, and local quality inspection bureaus.

This Rules applies to automobile brake lining. Due to the changes in the law, regulations or related product standards, technology, industry policies and other causes which may change the applicable scope, the announcement released by CNCA shall be final and conclusive.

This Rules is applicable to motorcycle products on Chinese highways and urban roads. Due to the adjustment of the scope of application caused by changes in laws, regulations, or relevant product standards, technical and industrial policies, etc., the announcements released by CNCA shall be final and conclusive.

This Rules is formulated based on the safety risk and certification risk of vehicles and trailers products; it specified the basic principle and requirements for implementing China Compulsory Certification of all vehicles including its applicable scope; its purpose is to ensure that the certified vehicles meet laws, regulations and standard requirements continuously. This Rules can be used with other general rules issued by Certification and Accreditation Administration (CNCA), such as China Compulsory Certification implementation detailedrules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination, China Compulsory Certification implementation detailed-rules - Utilization of Manufacturing Enterprise Testing Resource and Other Certification Results, China Compulsory Certification implementation detailed-rules - Factory Inspection General Requirements. Certification body shall formulate certification implementation detailed-rules and implement it along with general rules and this Rules, according to the requirements of the implementation rules and this Rules, and in combination with the manufacturing enterprise classification management. Manufacturing enterprise shall ensure that produced products with certificate can continuously meet applicable standard requirements.

In order to ensure the standardization and effectiveness of compulsory certification, this is formulated according to Compulsory Product Certification Implementation Rules - Interior Trim Parts for Motor Vehicle (CNCA-C11-09:2014) (hereinafter refers to as the Implementation Rules) and CNCA Compulsory Product General Implementation Rules, including Compulsory Product Certification Implementation Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination (CNCA-00C-003), Compulsory Product Certification Implementation Rules - Utilization of Manufacturing Enterprise Test Resources and Other Certification Results (CNCA-00C-004), Compulsory Product Certification Implementation Rules - Factory Quality Assurance Capability Requirements (CNCA-00C-005), and Compulsory Product Certification Implementation Rules - Factory Inspection General Requirements (CNCA-00C-006) and quality manuals, procedure documents and operation instructions of China Certification Centre for Automotive Products (CCAP). It is used to support the Implementation Rules as a supportive document.
