Participation in international peace operations has become a key component of the foreign policy strategy of many countries worldwide. Italy and China have been, and are currently, involved in various efforts to maintain and promote international peace and security, including Peacekeeping Operations (PKOs). This book offers a description of the two countries’ engagement in international peace operations, analyzing it through the lenses of law, sociology, history, and politics. The specific experiences of Italy and China provide an excellent opportunity for comparing and contrasting how and why foreign powers intervene in the name of peace. At the same time, this book focuses on a number of crucial challenges PKOs are currently facing (training of personnel, ensuring accountability, effectively assisting war-torn States in their rehabilitation effort), and tries to explain how Italy, China, and other international actors are trying to respond to the many dilemmas and contradictions of postwar peace. This edited volume provides a comprehensive analysis of European approaches to United Nations peacekeeping by assessing past practice, present obstacles and future potentials related to nine core European countries’ contributions to blue helmet operations. European armed forces have undergone deep changes in the past two decades. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Focusing on the Italian case in comparative perspective and based on a large variety of military operations from airstrikes to peacekeeping and counterinsurgency, the book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security that is deeply shaped by the lessons learnt in Afghanistan, Lebanon, Iraq and Libya.

This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.

Twenty-three countries currently allow women to serve in front-line combat positions and others with a high likelihood of direct enemy contact. This book examines how these decisions did or did not evolve in 47 countries. This timely and fascinating book explores how different countries have determined to allow women in the military to take on combat roles—whether out of a need for personnel, a desire for the military to reflect the values of the society, or the opinion that women improve military effectiveness—or, in contrast, have disallowed such a move on behalf of the state. In addition, many countries have insurgent or dissident factions, in that have led armed resistance to state authority in which women have been present, requiring national militaries and peacekeepers to engage them, incorporate them, or disarm and deradicalize them. UN peace operations increasingly deploy police forces and engage in policing tasks. The turn to 'police peacekeeping' has generally been met with enthusiasm in both academic and policy circles, and is often understood to provide a more civilian instrument of intervention, better suited to mandates that increasingly emphasize protection. Rebuilding local police forces along democratic, liberal lines is seen as a prerequisite for a successful transition towards peace and stability. In this book, Lou Pingeot questions this optimistic reading of police peacekeeping, and demonstrates that the logic of policing leads to the depoliticization of conflict and the criminalization of those who are deemed to threaten not just public order but social order, authorizing violence against them in the name of law enforcement. Police Peacekeeping proposes a new way of studying peace operations that focuses not on their success or failure, but on how they allow people and ideas to circulate transnationally. It shows that peace operations act as a point of cross-fertilization for the creation and transmission of policing discourses and practices globally. In so doing, these missions contribute to (re)producing social orders that are based on the exclusion of often racialized, socio-economically marginalized populations, both 'domestically' (in countries of intervention) and 'internationally' (in troop contributing countries). The book draws on and contributes to critical understandings of police power that show that police forces were never meant to protect all equally. It also furthers our understanding of policing at a global level. Drawing on interpretive, feminist, and postcolonial methodologies that emphasize relations, processes, and situatedness, Lou Pingeot's in-depth study of UN intervention in Haiti shows how a single site can help illuminate global processes. Rather than starting from Haiti's supposed deviance from international expectations and norms, she posits that Haiti can reveal a great deal about how policing functions globally.
