East Asia is at the heart of the global economic transformation, and the countries of the region are witnessing rapidly changing labour markets, alongside the pressure to cut production costs and lower taxes in order to become successful ‘competition states’. These changes have resulted in increased welfare demands which governments, organizations and agencies across the region have had to address. This book examines welfare regimes in the Greater China region, encompassing mainland China, Hong Kong, Macao and Taiwan. In so doing, it explores the ways in which the rapid growth and internationalisation of the economy across Greater China is presenting new social policy challenges that governments, social welfare organizations and agencies in the region are having to respond to. Rather than simply describing and categorising welfare systems, the contributors to this volume add to our understanding of how one of the major economic transformations of the contemporary era in East Asia is shaping welfare provision in the region. In turn, in this context of economic change, they examine the new strategies and measures that have been adopted in order to reduce the heavy burden on the state in terms of welfare provision, whilst also attempting to diversify funding and provision sources to meet the pressing welfare needs. Both Hands Tied studies the working poor in the United States, focusing in particular on the relation between welfare and low-wage earnings among working mothers. Grounded in the experience of thirty-three women living in Milwaukee and Racine, Wisconsin, it tells the story of their struggle to balance child care and wage-earning in poorly paying and often state-funded jobs with inflexible schedules—and the moments when these jobs failed them and they turned to the state for additional aid. Jane L. Collins and Victoria Mayer here examine the situations of these women in light of the 1996 national Personal Responsibility and Work Opportunity Reconciliation Act and other like-minded reforms—laws that ended the entitlement to welfare for those in need and provided an incentive for them to return to work. After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.

This book focuses on developments in the welfare states of the ten Central and Eastern European EU member states in the transformation process some 20 years after the end of state socialism. It also explores the shifts in gender relationships and inequalities, and tries to depict the interdependencies between these two processes.
