Carbon emissions in the Yorkshire and Humber Region : Written Evidence

This regional spatial strategy (RSS) for Yorkshire and the Humber is based upon the selective review of RPG 12 (2001, ISBN 0117536180). The review addressed: rural regeneration; coastal communities; culture and tourism; climate change; renewable energy; flood risk; waste management and transport. The RSS has statutory status under the Planning and Compulsory Purchase Act 2003, and must be be taken into account by local authorities when preparing their development plans and local transport plans. Specific chapters cover: regional context; vision, objectives and strategy; regional spatial strategy; the economy; housing; transport; social infrastructure; built and natural environment; resource management; monitoring, implementation and review.

Spatial planning has a vital role to play in the move to a low carbon energy future and in adapting to climate change. To do this, spatial planning must develop and implement new approaches. This report focuses on the work of Yorkshire Forward, its use of resources (forecast to be around £360 million in 2009-10) and how the regional strategies it has developed benefit the region's population of over 5 million, especially in the current economic climate. Yorkshire Forward has led the development of three Regional Economic Strategies (RESs). Although developed by Yorkshire Forward it is felt that it is important that the RES is owned by the region and Yorkshire Forward is commended for its consultative and collaborative approach. It is important that full account is taken of the region's diversity and it will need to be ensured that this is reflected in the new Integrated Regional Strategy, but this should not mean that sub-regional concerns are put ahead of a balanced approach to the interests of the region as a whole and should not detract from Yorkshire Forward's original core economic focus. The Committee is also concerned about the impact of budget cuts and a reduction in funding on the work of Yorkshire Forward and they recommend that Yorkshire Forward's budget not be decreased further

The UK contains more than 26 million homes which, collectively, emitted 41.7 million tonnes of carbon dioxide in 2004. This book discusses energy policy within the framework of the expansion of renewable energy sources (RES) and increasing resource use efficiency. In this book, the term ‘resource efficiency’ is defined as deriving the most value from resource inputs related to energy production, while incorporating energy efficiency. The authors highlight the drivers, policy approaches, governance issues and management problems related to the reduction of dependency on fossil fuels by focusing on RES and resource efficiency. Mouraviev and Koulori argue that enhancing energy security requires a new approach, integrating two core components: the emphasis on increasing energy production from renewable sources and resource use efficiency, which forms a contrast to the traditional understanding of energy security as security of supply.
