This work examines the political economy of the Cambodian boom, analysing the changing structure of the economy, the relationship between state and market, and outcomes for the poor.

Cambodia underwent a triple transition in the 1990s: from war to peace, from communism to electoral democracy, and from command economy to free market. This book addresses the political economy of these transitions, examining how the much publicised international intervention to bring peace and democracy to Cambodia was subverted by the poverty of the Cambodian economy and by the state's manipulation of the move to the free market. This analysis of the material basis of obstacles to Cambodia's democratisation suggests that the long-established theoretical link between economy and democracy stands, even in the face of new strategies of international democracy promotion.

The course of economic change in twentieth century Cambodia was marked by a series of deliberate ""conscious human efforts"" that were typically extreme and ideologically driven. While colonization, protracted war and violent revolution are commonly blamed for Cambodia's failure to modernize its economy in the twentieth century, Margaret Slocomb's Economic History of Cambodia in the Twentieth Century questions whether these circumstances changed the underlying structures and relations of production. She also asks whether economic factors in some way instigated war and revolution. In exploring these issues, the book tracks the erratic path taken by Cambodia's political elite and earlier colonial rulers to develop a national economy. The book closes around 2005, by which time Cambodia had be reintegrated into both the regional and into the global economy as a fully-fledged member of the World Trade Organization. To document Cambodia's path towards a modern economy, the author draws on resources from the State Archives of Cambodia not previously referenced in scholarly texts. The book provides information that is academically important but is also relevant to investors, aid workers and development specialists seeking to understand the shift from a traditional to a modern market economy.

The global financial and economic shock of 2007-09 is the third major economic crisis to have buffeted Cambodia in its post-conflict period, coming in the wake of the food crisis of 2007-08 and just a decade after the Asian financial crisis of 1997-98 (the "triple crises"). Cambodia's post-conflict history can be divided into two periods: 1991-98, referred to as the early phase of transition during which the first of the triple crises, the Asian financial crisis, occurred; and 1998 to the present, the late phase of transition during which the food and economic shocks transpired. A stocktake of the developments in Cambodia's post-conflict history suggests that the country has come a long way in reinstituting the foundations of a capitalist economic and procedural democracy but has yet to make significant headway in economic sophistication and substantive democracy. The triple crises were different, yet had similar characteristics. They were all exogenously-driven shocks with their own specific causes but their effects were shaped by the country's situation at the time. In terms of magnitude of impact, the global financial and economic downturn was the worst of the three crises. That it caused the first ever growth contraction in the post-conflict period was sufficient rationale for the series of studies that substantiate this book. Like the two shocks that preceded it however, the way it impacted on Cambodia cannot be understood in isolation from the overall post-conflict milieu. The thesis here is not that endogenous factors caused the crisis. It is simply that endogenous factors shaped the impact of the crisis and a historical, as opposed to a static, analysis better illuminates the nature of the impact. This book is an in-depth comprehensive examination of the impact of the global financial and economic crisis on Cambodia. It probes into the effects of the shock at macro, sectoral and micro levels using qualitative and quantitative techniques.

Cambodia's economic performance over the past decade has been impressive, and poverty reduction has made significant progress. In the 2000s, the contribution of agriculture and agro-industry to overall economic growth has come largely through the accumulation of factors of production---land and labor---as part of an extensive growth of activity, with productivity modestly improving from very low levels. Despite these generally positive signs, there is justifiable concern about Cambodia's ability to seize the opportunities presented. The concern is that the existing set of structural and institutional constraints, unless addressed by appropriate interventions and policies, will slow down economic growth and poverty reduction. These constraints include (i) an insecurity in land tenure, which inhibits investment in productive activities; (ii) low productivity in land and human capital; (iii) a business-enabling environment that is not conducive to formalized investment; (iv) underdeveloped rural roads and irrigation infrastructure; (v) a finance sector that is unable to mobilize significant funds for agricultural and rural development; and (vi) the critical need to strengthen public expenditure management to optimize scarce resources for effective delivery of rural services.

Cambodia's transport sector plays a critical role in the country's economic development by supporting growth in key sectors such as agriculture, tourism, manufacturing, and construction. This publication examines Cambodia's transport sector performance, major development constraints, and the government's strategy and plans. It also reflects on lessons learned from past Asian Development Bank (ADB) assistance and identifies potential areas for future support, including knowledge initiatives and investments. The publication serves as a basis for further dialogue on how ADB and the government can collaborate to effectively develop the transport sector in the coming years.
