While research evidence shows the negative impact of ability grouping on children, this book suggests that the reason the practice is still embraced is the unspoken allegiance to the values of empire that governments, schools, and many parents still uphold, promoting competition and hierarchies over and above ethical principles on the education of society’s most vulnerable, our children. The practice, which happens across social class, humiliates children deemed ‘less academically able’ by ‘rounding them up’ in front and in opposition to their ‘better’ intellectual peers. Wielding knowledge as a weapon of humiliation warps children’s relationship to organized forms of knowledge, making them antagonistic or indifferent towards it. This book responds to Michael Young’s The Rise of the Meritocracy, by focusing on the plight of those who are educationally placed in opposition to the ‘intellectual elites’: the bottom set citizen, rich or poor and ready to vote. This book will appeal to anyone concerned with democracy and children’s rights in education, including the rich, on whom I shine the light of deficit for a change. Thus, Donald Trump and Nigel Farage exemplify the bottom set citizen in all his facilitated glory. Other, more vulnerable BSCs are not as lucky.

Citizens' Assemblies (CAs) are flourishing around the world. Quite often composed of randomly selected citizens, CAs, arguably, come as a possible answer to contemporary democratic challenges. Democracies worldwide are indeed confronted with a series of disruptive phenomena such as a widespread perception of distrust and growing polarization as well as low performance. Many actors seek to reinvigorate democracy with citizen participation and deliberation. CAs are expected to have the potential to meet this twofold objective. But, despite deliberative and inclusive qualities of CAs, many questions remain open. The increasing popularity of CAs call for a holistic reflection and evaluation on their origins, current uses and future directions. The De Gruyter Handbook of Citizens' Assemblies showcases the state of the art around the study of CAs and opens novel perspectives informed by multidisciplinary research and renewed thinking about deliberative participatory processes. This book presents a novel methodological framework for analysing governmental discourse. It involves combining pragmatist perspectives on language with computational sociolinguistics and large language models (LLMs). The first half discusses traditional critical approaches to investigating discursive practices, principally those employing Critical Discourse Analysis (CDA) and those based on methods developed by Michel Foucault. These are critiqued in terms of pragmatist views on meaning, which are rarely taken up in this area. It is argued that to understand the grounding of social structures and power relations in discourse, we must begin with a systematic account of how meaning is contextually fixed. It is proposed that a pragmatist reading of Foucault’s arguments about governmentality offers a productive framework for discourse analysis. To illustrate the advantages of this framework, the book presents a case study of the British government’s adoption of resilience, sustainability, and wellbeing discourses in the period 2000-2020. A dataset of 179 million tokens sampled from approximately 170,000 government documents is used to illustrate how this framework can be combined with natural language processing (NLP) to make robust inferences. This study will be of interest to both sociologists interested in language and in the methodological potential of recent developments in NLP. Importantly, the book demonstrates how LLMs can be harnessed to bring new perspectives to long-standing sociological questions.

As the European Union undergoes a major, self-proclaimed democratic exercise the Conference on the Future of Europe and approaches Treaty change, this volume offers a new model of citizen participation to address Europe's long-standing democracy challenge, and respond to the aftermath of the COVID-19 pandemic. Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system.
