Manufacturing jobs, once the backbone of the modern US economy, have declined over recent decades, darkening opportunities for middle-class advancement. The same trend has occurred in many countries, from Europe to Japan, China, and South Korea. To return manufacturing employment to its former glory, many countries have adopted import barriers and "industrial policies." For the most part, those approaches have been misguided. In this book, Robert Z. Lawrence demonstrates that deeply rooted structural forces have produced the decline in manufacturing jobs, and these forces are not likely to be reversed. He analyzes the effects of trade, technological change, production efficiencies, and consumer spending patterns on manufacturing employment, showing that efforts by the United States and other countries will not return manufacturing jobs to past levels. Lawrence traces the historic role played by manufacturing in US growth and income distribution, but he argues that current trends--increased self-sufficiency, "green" growth, and advanced digital technologies--may make future growth less inclusive. New policies are needed to encourage more equitable sharing of the fruits of technological advancement among people, places, and countries.

Similar trends have impacted export superpowers like China, Germany, Japan, Singapore, and South Korea. Driven by nostalgia for a bygone era, however, many countries have turned to reshoring and “industrial policies” to revive manufacturing employment. In Behind the Curve: Can Manufacturing Still Provide Inclusive Growth?, Robert Z. Lawrence argues that these efforts are unlikely to succeed. He demonstrates that deeply rooted forces common to all countries—technological change, shifting consumer spending patterns, and trade—account for lagging manufacturing employment and that these trends are unlikely to be reversed. The industrial sector’s historic role as an engine of opportunity and inclusive growth is unsustainable. Government efforts to promote manufacturing to achieve goals such as industrial self-sufficiency, green transitions, and digital technologies, however well intentioned, may even make economic growth less inclusive. Instead, new policies are needed to help people, places, and countries cope with inevitable changes in the composition of employment.

International trade and investment have been buffeted over the past three years by US-China trade war tariffs, high-technology export controls, and other economic sanctions targeting Chinese policies. The COVID-19 pandemic has further disrupted production and created bottlenecks transporting goods within and between countries. International businesses have had to recalibrate their supply chains to make them more resilient to these and other shocks. Firms needing to diversify from China are now considering whether to reorganize production across Asia to complement continuing Chinese operations or to shift investment out of Asia to shorten supply chains serving the US market. The most promising candidate for large-scale nearshoring is Mexico, but so far at least, Mexico has not lured substantial new investments that could supplant Asian production serving the US market. In a collaborative effort to explore the feasibility and benefits of relocating production to Mexico, the Center for Strategic and International Studies (CSIS) and the Peterson Institute for International Economics (PIIE) organized a group of leading scholars and former officials to offer their individual perspectives in this collection of short essays. How we became so burdened by red tape and unnecessary paperwork, and why we must do better. We've all had to fight our way through administrative sludge--filling out complicated online forms, mailing in paperwork, standing in line at the motor vehicle registry. This kind of red tape is a nuisance, but, as Cass Sunstein shows in Sludge, it can also also impair health, reduce growth, entrench poverty, and exacerbate inequality. Confronted by sludge, people just give up--and lose a promised outcome: a visa, a job, a permit, an educational opportunity, necessary medical help. In this lively and entertaining look at the terribleness of sludge, Sunstein explains what we can do to reduce it. Because of sludge, Sunstein, explains, too many people don't receive benefits to which they are entitled. Sludge even prevents many people from exercising their constitutional rights--when, for example, barriers to voting in an election are too high. (A Sludge Reduction Act would be a Voting Rights Act.) Sunstein takes readers on a tour of the not-so-wonderful world of sludge, describes justifications for certain kinds of sludge, and proposes "Sludge Audits" as a way to measure the effects of sludge. On balance, Sunstein argues, sludge infringes on human dignity, making people feel that their time and even their lives don't matter. We must do better.

The rise of China is no doubt one of the most important events in world economic history since the Industrial Revolution. Mainstream economics, especially the institutional theory of economic development based on a dichotomy of extractive vs. inclusive political institutions, is highly inadequate in explaining China's rise. This book argues that only a radical reinterpretation of the history of the Industrial Revolution and the rise of the West (as incorrectly portrayed by the institutional theory) can fully explain China's growth miracle and why the determined rise of China is unstoppable despite its current 'backward' financial system and political institutions. Conversely, China's spectacular and rapid transformation from an impoverished agrarian society to a formidable industrial superpower sheds considerable light on the fundamental shortcomings of the institutional theory and mainstream 'blackboard' economic models, and provides more-accurate reevaluations of historical episodes such as Africa's enduring poverty trap despite radical political and economic reforms, Latin America's lost decades and frequent debt crises, 19th century Europe's great escape from the Malthusian trap, and the Industrial Revolution itself.

Leading economists and policymakers consider what economic tools are most effective in reversing the rise in inequality. Economic inequality is the defining issue of our time.
