From the beaches and shallows of the Pacific’s frontiers to the plantations and settlements of Queensland and beyond, a collective tale of the pioneers of today’s Australian South Sea Island community is told through an abundant and effective use of materials that characterize the colonial record, including police registers, court records, prison censuses, administrative reports, legislative debates, and oral histories. This book presents a collection of papers which evaluate the achievements of the Australian Trade Practices Act 1974 in making Australian markets more competitive. The contributors have all played major roles in Australian and New Zealand antitrust actions, either as expert economic witnesses, as antitrust enforcers, as judges or as quasi-judicial administrators. No other publication presents such in-depth economic analysis of the Act and the cases decided under it in its first two decades of its operation. As well as an introductory paper, this collection includes a foreword by the Hon. This compelling view from below of maritime mobility demonstrates how, in the colonial quest for the valuable pearl-shell, Australians came to rely on the skill and labor of Indonesian islanders, drawing them into their northern pearling trade empire. From the 1860s onward the pearl-shell industry developed alongside British colonial conquests across Australia's northern coast and prompted the Dutch to consolidate their hold over the Netherlands East Indies. Inspired by tales of pirates and priceless pearls, the pearl frontier witnessed the maritime equivalent of a gold rush; with traders, entrepreneurs, and willing workers coming from across the globe. But like so many other frontier zones it soon became notorious for its reliance on slave-like conditions for Indigenous and Indonesian workers. These allegations prompted the imposition of a strict regime of indentured labor migration that was to last for almost a century before giving way to international criticism in the era of decolonization. The Pearl Frontier invites the reader to step outside the narrow confines of national boundaries, to see seafaring peoples as a continuous population, moving and in communication in spite of the obstacles of politics, warfare, and language. Instead of the mythologies of racial purity, propagated by settler colonies and European empires, this book dissects the social and economic life of the port cities around the Australian-Indonesian maritime zone and lays open the complex, cosmopolitan relationships which shaped their histories and their present situations. This book examines the impact of Australian public opinion towards defence and foreign policy from the mid-twentieth century to the present day. For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia’s support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972. The period since 2001 has seen a fundamental change both in the public’s views of defence and foreign affairs, and in how these issues are debated by political elites.
