The objective of this book is to identify similarities and differences between the positions of Finland (as an EU Member State) and China, on Arctic law and governance. The book compares Finnish and Chinese legal and policy stances in specific policy areas of relevance for the Arctic, including maritime sovereignty, scientific research, marine protected areas, the Svalbard Treaty and Arctic Council co-operation. Building on these findings, the book offers general conclusions on Finnish and Chinese approaches to Arctic governance and international law, as well as new theoretical insights on Arctic governance. The book is the result of a collaboration between The Northern Institute for Environmental and Minority Law (Arctic Centre, University of Lapland) and researchers from Wuhan University.

This open access book is a result of the Dalhousie-led research project Safe Navigation and Environment Protection, supported by a grant from the Ocean Frontier Institute’s the Canada First Research Excellent Fund (CFREF). The book focuses on Arctic shipping and investigates how ocean change and anthropogenic impacts affect our understanding of risk, policy, management and regulation for safe navigation, environment protection, conflict management between ocean uses, and protection of Indigenous peoples’ interests. A rapidly changing Arctic as a result of climate change and ice loss is rendering the North more accessible, providing new opportunities while producing impacts on the Arctic. The book explores ideas for enhanced governance of Arctic shipping through risk-based planning, marine spatial planning and scaling up shipping standards for safety, environment protection and public health.

Governance of Arctic Shipping: Balancing Rights and Interests of Arctic States and User States examines potential cooperative mechanisms for balancing rights and interests of Arctic States and user States in light of experiences with Southeast Asian cooperative mechanisms. This volume analyzes the applicable international regulatory framework with special attention to the roles of the International Maritime Organization and the Arctic Council. The rights, interests, positions and practice of Arctic coastal States are compared with those of user States, with particular emphasis on China, Japan and South Korea. The final chapters analyze cooperative arrangements in Southeast Asia, in order to explore if these could act as models to enhance cooperation among coastal States and user States in the Arctic.

Increased global interest in the Arctic poses challenges to contemporary international relations and many questions surround exactly why and how Arctic countries are asserting their influence and claims over their northern reaches and why and how non-Arctic states are turning their attention to the region. Despite the inescapable reality in the growth of interest in the Arctic, relatively little analysis on the international relations aspects of such interest has been done. Traditionally, international relations studies are focused on particular aspects of Arctic relations, but to date there has been no comprehensive effort to explain the region as a whole. Literature on Arctic politics is mostly dedicated to issues such as development, the environment and climate change, or indigenous populations. International relations, traditionally interested in national and international security, has been mostly silent in its engagement with Arctic politics. Essential concepts such as security, sovereignty, institutions, and norms are all key aspects of what is transpiring in the Arctic, and deserve to be explained in order to better comprehend exactly why the Arctic is of such interest. The sheer number of states and organizations currently involved in Arctic international relations make the region a prime case study for scholars, policymakers and interested observers. This book focuses on how relevant regimes, institutions and governance systems support mitigation of climate change. It also examines the extent to which the varying governance arrangements support adaptation for the region.

This book discusses to what extent the precautionary approach to fisheries management is reflected in the MSC Fisheries Standard and in the certification of four clusters of fisheries in polar waters. Certification according to private sustainability standards (ecolabelling) has become an important addition to public fisheries management in recent years. The major global ecolabel in terms of comprehensiveness and coverage is the Marine Stewardship Council (MSC) Fisheries Standard. Becoming and remaining certified requires continuous behavioural adaptation from fisheries through a fine-meshed system of improvement conditions attached to certification. Focus is on how certification has influenced fisher behaviour and state practice. In the Southern Ocean krill and toothfish fisheries, MSC certification has generated new scientific knowledge about the stocks. In the Barents Sea cod and haddock fisheries, fishing companies have voluntarily adapted their behaviour to reduce the fishery’s impacts on endangered, threatened and protected species and bottom habitats. In the local lumpfish fisheries in Greenland, Iceland and Norway, measures have been introduced to reduce the effects on seabirds and marine mammals. In the Northeast Atlantic mackerel fisheries, impacts have been more modest. Private certification is no panacea, but it seems to have found a niche as a supplement to national legislation and international agreements.

This volume explores the governance of the transforming Arctic from an international perspective. Leading and emerging scholars in Arctic research investigate the international causes and consequences of contemporary Arctic developments, and assess how both state and non-state actors respond to crucial problems for the global community. Long treated as a remote and isolated region, climate change and economic prospects have put the Arctic at the forefront of political agendas from the local to the global level, and this book tackles the variety of involved actors, institutional politics, relevant policy issues, as well as political imaginaries related to a globalizing Arctic. The Arctic is an increasingly important region faced with major challenges caused not only by the effects of climate change, but also by a growing interest in its living and non-living resources, its attraction as a new destination for tourism, and as a route for navigation.
