This book examines the functions of conferences within Arctic governance, as a third dimension between sovereign states and formalized cooperative arrangements. It analyzes conferences against the background of three main empirical topics. Firstly, the functions of conferences for different actor groups, both Arctic rights holders and emerging non-Arctic state actors claiming stakeholder status. From this, the book also analyzes how conferences contribute to altering the actor composition of Arctic governance as a whole. Secondly, conferences as agenda setting arenas – whether conference activities can contribute to influencing the broader agenda in the region, and conferences as arenas for agenda setting – whether participants can bring with them topics that are picked up and brought into other processes. Thirdly, the book considers the space for conferences within broader governance architectures, as links between units in the regime complex. The book further presents an in-depth case study of the two largest conferences on Arctic issues: the Arctic Frontiers and Arctic Circle Assembly. It illustrates the diverse functions conferences can have for elements within a broader governance system, beyond serving as meeting places and networking arenas. Therefore, it is a must-read for researchers, students, and policy-makers interested in a better understanding of Arctic governance in particular, and International Relations in general.

Despite many predictions to the contrary, the Arctic has emerged today as a zone of cooperation. At the core of regional stability and security is an emerging architecture of cooperation focused on the Arctic Council. This new order is based not on military strength or a scramble to control resources, but on the multilateral pursuit of common interests. This book focuses on understanding and explaining the emergence of cooperation in the Arctic through an exploration by leading scholars and experts on the region of a key set of interlinked questions. What constitutes the current form of Arctic governance? What explains the emergence of this form of governance in the Arctic? Which are the emerging dynamics and actors that affect regional governance today? At a time when many regions of the world are facing growing confrontation and even conflict, the authors consider whether the experience of fashioning multilateral, cooperative and peaceful governance in the Arctic offers lessons to other parts of the world? The Arctic region plays an important role in regulating the world’s climate and is also highly impacted by climate change, with average temperatures rising almost twice as fast as the rest of the world and sea ice melting much faster than previously predicted. These rapid changes will have significant impacts on human activity in the region and on the Arctic marine environment. This book draws on the results of the 2008-2009 Arctic TRANSFORM project, funded by the European Commission‘s Directorate General of External Relations, which engaged experts in a transatlantic discussion on the roles of the European Union and United States in light of the Arctic’s changing climate and political and legal complexities. . The book addresses the significant changes and developments in the marine Arctic, with descriptions and recommendations reflecting the current governance environment. A comprehensive overview of environmental governance and sustainable development in the Arctic is created. Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. This seminal book results from a NATO Advanced Research Workshop at the University of Cambridge with Russian co-directorship, enabling the first formal dialogue between NATO and Russia about security issues in the Arctic Ocean. Involving interdisciplinary participation with experts from 17 nations, including all of the Arctic states, this workshop itself reflects progress in Arctic cooperation and collaboration. Interests now are awakening globally to take advantage of extensive energy, shipping, fishing and tourism opportunities in the Arctic Ocean as it is being transformed from a permanent sea-ice cap to a seasonally ice-free sea. This environmental state-change is introducing inherent risks of political, economic and cultural instabilities that are centralized among the Arctic states and indigenous peoples with repercussions globally. Responding with urgency, environmental security is presented as an "integrated approach for assessing and responding to the risks as well as the opportunities generated by an environmental state-change." In this book – diverse perspectives on environmental security in the Arctic Ocean are shared in chapters from high-level diplomats, parliamentarians and government officials of Arctic and non-Arctic states; leaders of Arctic indigenous peoples organizations; international law advisors from Arctic states as well as the United Nations; directors of inter-governmental organizations and non-governmental organizations; managers of multi-national corporations; political scientists, historians and economists; along with Earth system scientists and oceanographers.
