This book presents a critical review of the status of energy security in Asia and suggests how a country or a region collectively can achieve energy security in two broad aspects. First, it analyzes how regional cooperation and energy trade can enhance energy security in the region. Second, it reviews how energy security can be ensured in national and regional general contexts. From the reviews and analyses, this book asserts that diversification and integration are key to ensuring energy security. It presents policy implications for enhancing energy security, especially in resource-rich as well as resource-poor developing countries in Asia.

World energy demand is surging. Oil, coal and natural gas still meet most global energy needs, creating serious implications for the environment. One result is that CO 2 emissions, the principal cause of global warming, are rising. This study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. The book presents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The rapid and sustained economic growth of the past two decades has led to marked increases in energy demand in the region and developing Asia will continue to lead the energy demand growth. The increase in energy demand threatens energy security and efforts to curb carbon dioxide emissions, affecting health and social well-being. These common energy challenges will need to be addressed through concerted efforts. This book provides several multi-dimensional quantitative analysis of the relationship between energy and other subjects including but not limited to income and economic growth, environment and health, food and agricultural production. The book also provides the most constructive policy recommendations concerning the relationship between energy, economic development, social development, and environmental development.

Unlike energy security, energy insecurity has not been extensively studied. While energy security is broadly understood to represent the securing of energy resources, mere physical availability does not necessarily mean that the resources can reach end users. Energy insecurity is not merely a mirror image of energy security, given the diverse consequences and impacts of the unavailability of energy for households. Energy Insecurity in Asia will identify the challenges and explore potential solutions in the context of energy insecurity in Asia. The book consists of two parts. Part I provides thematic and regional studies and solutions for dealing with energy insecurity in different Asian subregions. Part II discusses the importance of renewable energy in addressing energy insecurity and presents several country case studies. There are many factors that countries investing in renewables must consider, such as energy security, climate change mitigation, and reducing air pollution. For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

This study presents options to fully unlock the world’s vast solar PV potential over the period until 2050. It builds on IRENA’s global roadmap to scale up renewables and meet climate goals.
