This book provides an independent assessment of the Poverty Reduction Strategy Initiative for the World Bank as well as the broader development community. It offers a in-depth review of the progress thus far, with particular focus on the role and effectiveness of the Bank's support, drawing from extensive discussions with national stakeholders in Poverty Reduction Strategy (PRSP) countries, research and analytical work, and country case study reports on ten PRSP countries: Albania, Cambodia, Ethiopia, Guinea, Mauritania, Mozambique, Nicaragua, Tajikistan, Tanzania, and Vietnam. The author of The Poverty Reduction Strategy Initiative concludes that the Initiative has led to improvements in national strategies and processes in some low-income countries, such as an increased poverty focus, a higher profile for monitoring results, and better donor-government dialogue. However, the contribution to broad poverty reduction, especially in more difficult country environments, is largely in jeopardy without significant changes. The author argues that the Initiative should be reoriented toward improving domestic processes and less on completion of documents, customizing the approach to particular country circumstances, filling analytical gaps to better understand which actions will provide the greatest poverty pay-off, and making sure the assistance programs of external partners are anchored in the country's poverty reduction strategy.

The joint staff Advisory Note on Senegal’s Poverty Reduction Strategy Paper reviews policies and strategies required to push forward the authority’s agenda for high, sustained, and inclusive growth and poverty reduction. The private sector is recognized as the main engine of growth in the Senegalese economy. The strategy is clearly focused on improving the investment climate, fostering entrepreneurship, and facilitating access to financial services for small and medium-sized enterprises, and consolidating support institutions. Senegal’s water and sanitation sector is one of the most developed in sub-Saharan Africa. The urban water Millennium Development Goal has been achieved, with access for 98 percent of the urban population, and the goal for rural water access is within reach.

Explores how the Poverty Reduction Strategy Initiative (PRSI) process is working, as seen from the perspective of four recipient countries. This volume considers the PRSI process under the headings: design of the strategy; the extent of country ownership; implementation; accountability; and, alignment of development partner support.

Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them.

By integrating their poverty reduction strategies (PRSs), national budgets, and the corresponding reporting processes, low-income countries can strengthen domestic accountability and the implementation of pro-poor policies. Minding the Gaps, based on nine low-income country case studies and a review of relevant experience in four higher-income countries, offers practical insights for donors and national governments on how to strengthen the links between PRSs and budgets. PRS countries' efforts to integrate policy with budgeting processes have often had limited effect. Their policy making, planning, and budgeting are often embedded in fragmented processes and institutions. Going beyond mainly technical fixes that have been commonly used to address this fragmentation, this study frames domestic accountability in terms of ownership and incentive structures. Experience counsels the use of a simple approach that is not too ambitious. This approach should be centrally led and make use of existing systems while gradually improving them. It should build support from within and foster incentives for integration, for example by better linking PRS and budget reporting to actual decision-making processes. Also, simple budget reforms can significantly improve the budget's responsiveness to policies. Structuring a poverty reduction strategy paper in a more budget friendly manner can facilitate the interface with the budget by involving sector agencies more closely in elaborating policy priorities and establishing resource implications. It can also expand ownership and boost incentives for integration of a great number of stakeholders, thereby strengthening domestic accountability.

This paper presents a Joint Staff Advisory Note on Nigeria’s Poverty Reduction Strategy Paper. Within the framework of Nigeria’s federation, policy coordination between the three tiers of government is critical for achieving poverty reduction objectives. The National Economic Empowerment and Development Strategy (NEEDS) provides for a considerable increase in public investments, which primarily reflects the government’s desire to address the country’s vast development requirements. NEEDS places considerable emphasis on strengthening public expenditure management to ensure that spending is effective, efficient, and clearly linked to the achievement of objectives of NEEDS.
