Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? Excerpt from Garnishee of Wages The degree of protection enjoyed by wage earners against unfair garnishment of course depends Upon the amount of ex emption as well as upon procedure, and within each of the three groups as here arranged, the states differ widely in the amount which may be protected against execution. But owing to the varying terms in which exemptions are stated, it is dificult'to arrange the list of states in the order of the generosity of ex emption allowed to debtors. (a careful summary of wage ex emption laws, prepared by Margaret A. Schaffner, has been published by the Wisconsin Free Library Commission). It is commonly assumed that the Wisconsin exemption is liberal. At first glance it so appears. But it is not in fact liberal as compared with many states. It allows no more than $60 a month nor more than $180 in three months and this exemp tion is rendered still less liberal by virtue of an arrangement, not common in other states, which requires a debtor to include the wages of his minor children in the exemption which he may claim. Any earnings of the debtor and his children combined which ex eeea $60 per month or $180 in three months are subject to gar nishment. Some will not be able to agree with what they would call, the mixing of business and religion, and regret the fact that a more comprehensive discussion of the present labor problem is not given. The only answer that can be given is that the writer has presented his firm conviction in the light of research and study. Moreover, he feels that no other conclusion can be logical without distorting or evading the prem ises of Christianity. The fact that this view is not readily accepted by the majority is sufficient justification for devoting so much of the discussion to this phase of the question. Discussions of the labor problem in books, magazines, journals, bulletins and other periodicals are almost innumerable, yet very few of them attempt to say what shall be the attitude of the individual employer toward his men in the light of Christ's teachings.
