The Maoist-inspired Communist Party of the Philippines celebrated its 37th anniversary on December 2005. It marks a long history of violence, terror, and instability in the archipelagic country of 87 million people, causing thousands of casualties among government troops, insurgents, and including civilians. This study seeks to find a lasting solution that will finally bring to a close the final chapter to insurgency in the country. It was approached from a historical point of view by studying the events that lead to the birth of the movement in 1932 until its defeat in 1954. A new chapter of the Maoist insurgency started in 1969 and this movement emerged into a formidable guerrilla force that became the primary threat to the nation’s security. This paper tries to analyze how that insurgency persisted to challenge the government this far and what went wrong with the government’s response. It will attempt to answer the primary question: How to defeat the communist insurgency?

Since the 1973 publication of Alain Peyrefitte’s prophetic When China Awakens, developments in East Asia have outstripped even the wildest predictions. China has undergone the fastest industrialization and urbanization process in history, yet tensions there are rising as some realize how far they have been left behind. This volume explores the applicability of European economic and social models to our analysis of East Asia’s and, in particular, China’s situation. Though millions of Chinese and other Asian people have been lifted out of poverty, inequality is rising nonetheless, and contemporary Europe and Asia are both witnessing collective action against rampant economic neoliberalism in the former and the exclusion of minorities in the latter. It is difficult to overstate the relevance of this assessment, which seeks answers to some central questions: Can events in Europe serve as a model for those in East Asia? Are there similarities or differences between the two regions? To what extent do political, economic or social systems stimulate or inhibit collective action? How culturally equivalent are the collective actions of marginalized/ disadvantaged people in the two locations, or are events in Europe symptomatic of specific cultural attributes? Comparing and contrasting the research tools and dominant paradigms in the social and economic sciences in East Asia and Europe, as this volume does, throws out some revealing results.

This book shows how one of the most powerful tools of security studies—strategic culture—illuminates the origins and implications of the Asia-Pacific region’s difficult issues, from the rise of China and the American pivot, to the shifting calculations of many other actors. Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The case studies in this book survey the role of strategic culture in the behaviors of Australia, China, Japan, the Philippines, South Korea and the United States. They show the contrast between structural expectations and cultural predispositions, as realist geopolitical security threats and opportunities interact with domestic elite and popular interpretation of historical narratives and distinctive political-military cultures to influence security policies. The concluding chapter devotes special attention to methodological issues at the heart of strategic cultural studies, as well as how culture may impact the potential for future conflict or cooperation in the region. The result is a body of work that helps deepen our understanding of strategic cultures in the Asia-Pacific in comparative perspective and enrich security studies. Philippine political history, especially in the twentieth century, challenges the image of democratic evolution as serving the people, and does so in ways that reveal inadequately explored aspects of many democracies. In the first decades of the twenty-first century the Philippines has nonetheless shown gradual socioeconomic "progress". This book provides an interpretive overview of Philippine politics, and takes full account of the importance of patriotic Philippine factors in making decisions about future political policies. It analyses whether regional and local politics have more importance than national politics in the Philippines. Discussing cultural traditions of patronism, it also examines how clan feuds localize the state and create strong local policies. These conflicts in turn make regional and family-run polities collectively stronger than the central state institution. The book goes on to explore elections in the Philippines, and in particular the ways in which politicians win democratic elections, the institutionalized role of public money in this process, and the role that media plays. Offering a new interpretive overview of Philippine progress over many decades, the author notes recent economic and political changes during the current century while also trying to advance ideas that might prove useful to Filipinos. Presenting an in-depth analysis of the problems and possibilities of politics and society in the Philippines, the book will be of interest to those researching Southeast Asian Politics, Political History and Asian Society and Culture.

This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.
