Forty years ago the Naval Studies Board was created at the request of then Chief of Naval Operations Admiral Elmo R. Zumwalt, Jr. As stated in his request to the National Academy of Sciences, he thought it important for the Navy to have an outside resource to which it could turn "for independent and outside counsel on any area of its responsibilities involving the interplay of scientific and technical matters with other national issues." Admiral Zumwalt, together with Under Secretary of the Navy Honorable David S. Potter and President of the National Academy of Sciences Dr. Philip Handler, recognized the importance of not only continuing but also focusing and strengthening the relationship that had existed between the National Academy of Sciences and the Department of the Navy since the Academy's creation in 1863. To commemorate this special anniversary, Naval Studies Board 40th Anniversary provides an overview of the history, mission, and accomplishments of the Board. In the coming years, the Naval Studies Board will continue to serve as a source of independent, long-range, scientific and technical planning advice for the nation's naval forces. It will also work to ensure that the relationships between the operational, science, engineering, and technical communities remain as strong and productive as ever to ensure that progress continues in areas most critical to meeting future naval forces' needs.

These contributions have been selected among the 903 submissions received from a total of 57 countries! Besides the fields of zeolite science always represented at IZC (synthesis, characterisation, catalysis, etc¿), some subjects strengthened their position (mesoporous materials, theory and modelling), new areas emerge (advanced materials, environmental and life sciences) and older ones regain interest (natural zeolites). The understanding and development of the unique properties of porous materials relies on a unique blend of multidisciplinary knowledge: material science, with the implication of organic and colloid chemistry, to prepare micro- and mesoporous materials, surface and adsorption science sustained by theory and modelling to understand the peculiar behaviour of molecules in confined systems, special branches of catalysis, physics, chemical engineering and life science to design novel applications. The gathering of these elements is at the basis of a fruitful and evolutionary zeolite science, as it is hopefully reflected by these proceedings.

As we approach the fiftieth anniversary of Brown v. Board of Education (1954), it is important to consider the historical struggles that led to this groundbreaking decision. Four years earlier in Texas, the Sweatt v. Painter decision allowed blacks access to the University of Texas's law school for the first time. Amilcar Shabazz shows that the development of black higher education in Texas--which has historically had one of the largest state college and university systems in the South--played a pivotal role in the challenge to Jim Crow education. Shabazz begins with the creation of the Texas University Movement in the 1880s to lobby for equal access to the full range of graduate and professional education through a first-class university for African Americans. He traces the philosophical, legal, and grassroots components of the later campaign to open all Texas colleges and universities to black students, showing the complex range of strategies and the diversity of ideology and methodology on the part of black activists and intellectuals working to promote educational equality. Shabazz credits the efforts of blacks who fought for change by demanding better resources for segregated black colleges in the years before Brown, showing how crucial groundwork for nationwide desegregation was laid in the state of Texas.
