Synopsis Thirty-Third Report of the Railroad Commission of Georgia by :

Excerpt from Thirty-Third Report of the Railroad Commission of Georgia: For the Year Ended October 15, 1905 While each express and telegraph company operating in Georgia is subject to regulation by the Railroad Commission, the authority of the Commission over such companies is not as complete as it is over railroad companies. The several amendments to the Act creating the Commission have increased the authority of this Board over railroad companies, but in'no case has this additional power been made to apply to express and telegraph companies, and the Commission recommends that a Bill be passed subjecting express and telegraph companies to regulation by the Railroad Commission to the same extent as the law applies to railroad companies. Excerpt from Thirtieth Report of the Railroad Commission of Georgia for the Year Ended October 15, 1902 This remedy is manifestly inadequate and ought to be improved. The law should in our judgment be so amended as to enable the courts of this State, either by mandamus or mandatory injunction, in a summary way, to compel carriers specifically to perform the duties which they assume, or which are imposed upon them by law. Synopsis Twenty-Fifth Report of the Railroad Commission of Georgia by : Great Britain Royal City Par Commission

Excerpt from Twenty-Fifth Report of the Railroad Commission of Georgia: From October 15th, 1896 to October 15th, 1897 From the standpoint of the people, it may be said that rates are always too high; and from that Of the railroads that rates are always too low. Between these extremes it becomes the duty Of a railroad commission to find the measure of just and reasonable rates to all parties concerned, tak ing into consideration all Of the circumstances and environments, and to establish and maintain the same. After having ascertained the amount of revenue necessary to pay fixed charges on investments safely and properly made, and operating expenses honestly and economically expended, the duty which then confronts a commission is that Of' making a distribution Of the whole tariff upon the various classes and commodities in such relative proportions as will be just to all; and, when successfully performed, the problem Of fixing just and reasonable rates has been solved.
