The Statute of the International Court of Justice forms part of the Charter. Global problems require global solutions. The United Nations as presently constituted, however, is incapable of addressing many global problems effectively. The civil war, the consequent famine and the collapse of governmental authority in Somalia led to a United Nations operation in Somalia with no precedent in the history of the Organization.
