Are political parties the weak link in Indonesia's young democracy? More pointedly, do they form a giant cartel to suck patronage resources from the state? Indonesian commentators almost invariably brand the country's parties as corrupt, self-absorbed, and elitist, while most scholars argue that they are poorly institutionalized. This book tests such assertions by providing unprecedented and fine-grained analysis of the inner workings of Indonesian parties, and by comparing them to their equivalents in other new democracies around the world. Contrary to much of the existing scholarship, the book finds that Indonesian parties are reasonably well institutionalized if compared to their counterparts in Latin America, Eastern Europe, and other parts of Asia. There is also little evidence that Indonesian parties are cartelized. But there is a significant flaw in the design of Indonesia's party system: while most new democracies provide state funding to parties, Indonesia has opted to deny central party boards any meaningful subsidies. As a result, Indonesian parties face severe difficulties in financing their operations, leading them to launch predatory attacks on state resources and making them vulnerable to manipulation by oligarchic interests.

This book provides a comprehensive empirical and theoretical analysis of the development of parties and party systems in Asia. The studies included advance a unique perspective in the literature by focusing on the concept of institutionalization and by analyzing parties in democratic settings as well as in authoritarian settings. This book analyses the transformation of political representation in contemporary Indonesia to argue the need to better understand how political representatives use claims to engage in storytelling about themselves and the community they represent. By adopting a new approach that focuses on the cultural and performative aspects of representation and draws on a substantive evidence base of representative claims, this book examines common narratives developed by Joko Widodo, Tri Rismaharini, Basuki Tjahaja Purnama, Ridwan Kamil and Nurdin Abdullah. Through this analysis, the book highlights two key foundations of their claims: technocratic focus and innovative engagement. This study considers how the ideational power generated through the representative claim-making of these leaders interacts and competes with other forms of power. Moreover, the author emphasises the success of the representative claims developed by the innovative technocrats, while noting the impact their emergence has had on the broader context of Indonesian politics. An empirical monograph on new and upcoming leaders in Indonesia, this book will be of interest to scholars of democracy and democratisation and political change in general, and Southeast Asian politics and Indonesian politics in particular.

This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia’s young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers —given the relatively small number of party loyalists in Indonesia— vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.

To Singapore’s immediate south, Indonesia’s Riau Islands has a population of 2 million and a land area of 8,200 sq kilometers scattered across some 2,000 islands. The better-known islands include Batam, the province’s economic motor; Bintan, the area’s cultural heartland and site of the provincial capital, Tanjungpinang; and Karimun, a ship-building hub strategically located near the Straits of Malacca. Leveraging on its proximity to Singapore, the Riau Islands—and particularly Batam—has been a key part of Indonesia’s strategy to develop its manufacturing sector since the 1990s. In addition to generating a large number of formal sector jobs and earning foreign exchange, this reorientation opened the way for a number of far-reaching political and social developments. Key among them has been: large-scale migration from other parts of the country; the secession of the Riau Islands from the larger Riau Province; and the creation of a new provincial government. Building on earlier work by the ISEAS – Yusof Ishak Institute on the SIJORI Cross-Border Region, spanning Singapore, the Malaysian state of Johor, and the Riau Islands, and a second volume looking specifically at Johor, the third volume in this series explores the key challenges facing this fledgling Indonesian province.
