Urbanisation and long-lasting civil wars and conflict mean that the demographic pattern in Sudan is changing drastically. Nevertheless, 60%-80 % of Sudanese engage in subsistence agriculture. Agriculture remains a crucial sector in the economy as a major source of raw materials, food and foreign exchange. It employs the majority of the labour force, and serves as a potential vehicle for diversifying the economy. However, no rigorous studies have explained productivity in this sector in relation to food security. The situation has worsened because agriculture in particular has been neglected since the advent of oil production in the early 2000s. Moreover, Sudan's agricultural growth has been unbalanced, with the majority of irrigated agriculture concentrated in the Centre and a huge disparity in development indicators between the best- and worst-performing regions.Thus, studies show that the vast majority of Sudanese are reported to be food insecure, especially internally displaced persons and in conflict regions such as Darfur, Kordofan and other regions.

Under these new dynamics of land grabbing and resource extraction, fundamental relationships between people and land are being disrupted: while land has become a global commodity, for millions it still serves as a crucial reference for identity-formation and constitutes their most important source of livelihood. This book seeks to disentangle the emerging relationships between people and land in Sudan. The first part focuses on the spatial impact of resource-extracting economies: foreign agricultural land acquisitions; Chinese investments in oil production; and competition between artisanal and industrial gold mining. The paper reviews the performance of the Sudanese agricultural sector over the last three decades (1990 through 2021) and examines the drivers of that performance. Key findings show that the sector’s contribution to gross domestic product was greater during the 1990–1999 period than during the other two decades; agricultural productivity as well was higher in that decade than in the subsequent two decades. The sector has remained a major source of employment and livelihood. During the last decade reviewed (2010–2021), the sector regained its leading position as a generator of foreign currency. Public investment in agriculture and government spending allocated to the sector were lower than in other countries in the region. Political elites have generally lacked commitment to development plans in the sector. Political developments in Sudan have disrupted more recent efforts to revitalize the sector. Climate change, as manifested in rising temperature, declining rainfall, and drought, is a substantial determinant currently affecting the sector. The paper discusses some broad recommendations for improving the performance of the Sudanese agricultural sector.

The resilience of communities in South Sudan has declined and continued to be eroded since the eruption of conflict in late 2013. Communities dependent on agriculture have seen their productive assets depleted, looted and destroyed, limiting their ability to recover and increasing their reliance on external aid. At the time of writing this Strategy, two thirds of the population cannot access the food needed to cover their daily needs. The FAO Resilience Strategy 2019–2021 lays the foundation for a multi-track approach to strengthening resilience, depending on needs, vulnerability and access. Drawing from the experience gained from implementing the previous FAO Resilience Strategy (2016–2018), FAO has incorporated lessons learned, as well as the latest knowledge in the field of resilience, while responding to the changing context and priorities in South Sudan. This Strategy seeks to strengthen the foundation of FAO’s resilience activities in South Sudan, and will guide the design of FAO programmes to enhance their relevance, efficiency, effectiveness and impact.

Managing climate variability and change remains a key development and food security issue in Bangladesh. Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.
