If one takes the intuitive point of view that a system is a black box whose inputs and outputs are time functions or time series it is natural to adopt an operator theoretic approach to the stUdy of such systems. Here the black box is modeled by an operator which maps an input time function into an output time function. Such an approach yields a unification of the continuous (time function) and discrete (time series) theories and simultaneously allows one to formulate a single theory which is valid for time-variable distributed and nonlinear systems. Surprisingly, however, the great potential for such an approach has only recently been realized. Early attempts to apply classical operator theory typically having failed when optimal controllers proved to be non-causal, feedback systems unstable or coupling networks non-lossless. Moreover, attempts to circumvent these difficulties by adding causality or stability constraints to the problems failed when it was realized that these time based concepts were undefined and; in fact, undefinable; in the Hilbert and Banach spaces of classical operator theory.

The aim of this unique volume is twofold. First and foremost, it sets out to offer the reader a comprehensive and challenging view, from some of the most distinguished scholars in the field, of present and future trends and issues in the fields of international air and space law. By breaking new ground in this way, it pays tribute to the scholarly achievements of Henri (Or) Wassenbergh, whose ideas and work have helped to shape both air and space law throughout his long and distinguished career. "Air and Space Law: De Lege Ferenda" will be of interest to all those concerned with the present status of air and space law, and with the challenges the aviation and space industry must face in the century to come.

Premiering in 1990 in Antibes, France, the European Conference on Computer Vision, ECCV, has been held biennially at venues all around Europe. These conferences have been very successful, making ECCV a major event to the computer vision community. ECCV 2002 was the seventh in the series. The privilege of organizing it was shared by three universities: The IT University of Copenhagen, the University of Copenhagen, and Lund University, with the conference venue in Copenhagen. These universities lie ̈ geographically close in the vivid Oresund region, which lies partly in Denmark and partly in Sweden, with the newly built bridge (opened summer 2000) crossing the sound that formerly divided the countries. We are very happy to report that this year’s conference attracted more papers than ever before, with around 600 submissions. Still, together with the conference board, we decided to keep the tradition of holding ECCV as a single track conference. Each paper was anonymously refereed by three different reviewers. For the ?nal selection, for the ?rst time for ECCV, a system with area chairs was used. These met with the program chairsinLundfortwodaysinFebruary2002toselectwhatbecame45oralpresentations and 181 posters.Also at this meeting the selection was made without knowledge of the authors’identity.

The existence of international law, with its rights, rules and regulations is futile without an effective enforcement mechanism that provides a sufficient and adequate remedy. International space law is particularly significant in the evolution of international dispute settlement because it involves a consideration of issues from an international and interdisciplinary perspective. These issues range from policies of regional and international organizations; to juridical dispute settlement and global governance; to fiscal entrepreneurship and business efficacy; and to scientific breakthroughs and technological advances. In this context, this book looks at an international and interdisciplinary approach in dealing with dispute resolution in space activities. It proposes a workable legal framework for dispute resolution in outer space, together with a mechanism for enforcement and verification.

As space continues to attract substantial public and private investment and has become ever more active, the third edition of this book has been updated to cover recent developments. The 'Cologne Commentary on Space Law' is a three-volume annotation on the written norms of space law as enunciated through the Treaties of the United Nations and its General Assembly Resolutions. Volume I focuses on the 1967 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, popularly known as the ?Outer Space Treaty?. A broad international authorship of twenty experts addresses the historical overview and provides a provision by-provision interpretation of the Outer Space Treaty. This Volume also includes insights into the subsequent State practice, present-day applicability and future perspectives of the Treaty. The other four UN Treaties, the 1968 Rescue Agreement, the 1972 Liability Convention, the 1975 Registration Convention and the 1979 Moon Agreement, are addressed in Volume II, which was published in 2013. Volume III (published in 2015) delves into the eight most relevant United Nations General Assembly Resolutions/Principles on space activities. On the occasion of the 50th anniversary of the Outer Space Treaty, Volume I of the 'Cologne Commentary on Space Law' has been translated into Russian.

This publication sets out the text of the five UN treaties so far adopted governing the activities of countries in the exploration and use of outer space, as well as the five Principles adopted by the UN General Assembly.

This book is based on the findings, conclusions and recommendations of the Global Space Governance study commissioned by the 2014 Montreal Declaration that called upon civil society, academics, governments, the private sector, and other stakeholders to undertake an international interdisciplinary study. The study took three years to complete. It examines the drivers of space regulations and standards, key regulatory problems, and especially addresses possible improvements in global space governance. The world's leading experts led the drafting of chapters, with input from academics and knowledgeable professionals in the public and private sectors, intergovernmental organizations, and nongovernmental organizations from all the regions of the world with over 80 total participants. This book and areas identified for priority action are to be presented to the UN Committee on the Peaceful Uses of Outer Space and it is hoped will be considered directly or indirectly at the UNISPACE+50 event in Vienna, Austria, in 2018. The report, a collective work of all the contributors, includes objective analysis and frank statements expressed without pressure of political, national, and occupational concerns or interest. It is peer-reviewed and carefully edited to ensure its accuracy, preciseness, and readability. It is expected that the study and derivative recommendations will form the basis for deliberations and decisions at international conferences and meetings around the world on the theme of global space governance. This will hopefully include future discussion at the UN Committee on the Peaceful Uses of Outer Space.
