An examination of all major facets of the Philippine economy and development policy, this title looks to the past and to the future using approaches that are descriptive, analytical, interpretive and comparative. It assesses trends since the 1980s, identifies major policy issues, and provides a balance sheet of achievements and deficiencies.

Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

In this volume, a leading group of scholars pose the question, has the Philippine economy rejoined the dynamic East Asian mainstream and, if so, what set of policies and priorities are required to maintain the strong economic momentum of recent years? Successive chapters address issues related to growth and poverty, infrastructure and urbanization, education, health, the environment, energy, development finance, and governance and institutions. Developmental change and the related problems of modernization have attracted the attention of scholars in many discipliness. In this bibliography—derived and expanded from an earlier compilation by Mr. Spitz and Edward Weidner—the author orders and annotates nearly 2,500 articles appearing between 1945 and 1969 in 234 journals from 25 countries. Organized by subject and indexed by both author and journal, the citations include studies of social problems, economic factors, political questions, public administration, and international cooperation and assistance. Special emphasis has been given to new and little-known sources. In addition, a selected bibliography of monographs and book-length studies dealing with the modernization of underdeveloped countries and areas is included in the volume.

In Migrant Returns Eric J. Pido examines the complicated relationship among the Philippine economy, Manila’s urban development, and balikbayans—Filipino migrants visiting or returning to their homeland—to reconceptualize migration as a process of connectivity. Focusing on the experiences of balikbayans returning to Manila from California, Pido shows how Philippine economic and labor policies have created an economy reliant upon property speculation, financial remittances, and the affective labor of Filipinos living abroad. As the initial generation of post-1965 Filipino migrants begin to age, they are encouraged to retire in their homeland through various state-sponsored incentives. Yet, once they arrive, balikbayans often find themselves in the paradoxical position of being neither foreign nor local. They must reconcile their memories of their Filipino upbringing with American conceptions of security, sociality, modernity, and class as their homecoming comes into collision with the Philippines’ deep economic and social inequality. Tracing the complexity of balikbayan migration, Pido shows that rather than being a unidirectional event marking the end of a journey, migration is a multidirectional and continuous process that results in ambivalence, anxiety, relief, and difficulty.
