The present report is a revision of Safety Series No. 75-INSAG-3 (1988), updating the statements made on the objectives and principles of safe design and operation for electricity generating nuclear power plants. It includes the improvements made in the safety of operating nuclear power plants and identifies the principles underlying the best current safety policies to be applied in future plants. It presents INSAG's understanding of the principles underlying the best current safety policies and practices of the nuclear power industry.

This is the twenty-fourth edition of Reference Data Series No. 2, which presents the most recent reactor data available to the IAEA. It contains summarized information as of the end of 2003 on: (1) power reactors operating or under construction, and shut down; and (2) performance data on reactors operating in the IAEA Member States, as reported to the IAEA. The information is collected by the Agency through designated national correspondents in the Member States. The replies are used to maintain the IAEA's Power Reactor Information System (PRIS).

Transforming the energy system is at the core of the dedicated sustainable development goal on energy within the new United Nations development agenda. This publication explores the possible contribution of nuclear energy to addressing the issues of sustainable development through a large selection of indicators. It reviews the characteristics of nuclear power in comparison with alternative sources of electricity supply, according to economic, social and environmental pillars of sustainability. The findings summarized in this publication will help the reader to consider, or reconsider, the contribution that can be made by the development and operation of nuclear power plants in contributing to more sustainable energy systems.

As energy demand increases in line with the expansion of the world's leading economies and the growth of developing economies, a key challenge remains of how to provide the energy levels required while protecting our environment and conserving natural resources. Nuclear energy is a complex and controversial technology but also has the potential to provide considerable benefits. This publication explores a range of issues involved in the use of nuclear energy, including safety aspects, whether its use is economically competitive, its role in meeting greenhouse gas reduction targets, how to manage the radioactive waste it generates, whether its use increase the risk of proliferation of nuclear weapons, security of resources, and its potential role in the future.

The Convention on the Physical Protection of Nuclear Material was signed at Vienna and at New York on 3 March 1980. The Convention is the only international legally binding undertaking in the area of physical protection of nuclear material. It establishes measures related to the prevention, detection and punishment of offenses relating to nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.

A transportable nuclear power plant (TNPP) is a factory-manufactured, movable nuclear power plant, which when fuelled is capable of producing final energy products such as electricity and heat. Transportable nuclear power plants are not designed to operate during transportation. This publication highlights the potential benefits of TNPPs, describes the legal and institutional issues for their deployment in countries other than the country of origin, reveals challenges that might be faced in their deployment, and outlines pathways for resolution of the identified issues and challenges in the short and long terms. It is addressed to senior legal, regulatory and technical officers in Member States planning to embark on a nuclear power programme or to expand an existing one by considering the introduction of a TNPP.
