The national security strategy of the United Kingdom is to use all national capabilities to build Britain's prosperity, extend the country's influence in the world and strengthen security. The National Security Council ensures a strategic and co-ordinated approach across the whole of Government to the risks and opportunities the country faces. Parts 1 and 2 of this document outline the Government's analysis of the strategic global context and give an assessment of the UK's place in the world. They also set out the core objectives of the strategy: (i) ensuring a secure and resilient UK by protecting the country from all major risks that can affect us directly, and (ii) shaping a stable world - actions beyond the UK to reduce specific risks to the country or our direct interests overseas. Part 3 identifies and analyses the key security risks the country is likely to face in the future. The National Security Council has prioritised the risks and the current highest priority are: international terrorism; cyber attack; international military crises; and major accidents or natural hazards. Part 4 describes the ways in which the strategy to prevent and mitigate the specific risks will be achieved. The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.

For the past three-quarters of a century, the United States has led the world in technological innovation and development. The nation now risks falling behind its competitors, principally China. The United States needs to advance a national innovation strategy to ensure it remains the predominant power in a range of emerging technologies. Innovation and National Security: Keeping Our Edge outlines a strategy based on four pillars: restoring federal funding for research and development, attracting and educating a science and technology workforce, supporting technology adoption in the defense sector, and bolstering and scaling technology alliances and ecosystems. Failure could lead to a future in which rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.

Former Brookings Senior Fellow Susan E. Rice spearheads an investigation of the connections between poverty and fragile states and the implications for American security. Coedited by Rice and former Brookings colleagues Corinne Graff and Carlos Pascual, Confronting Poverty is a timely reminder that alleviating global poverty and shoring up weak states are not only humanitarian and economic imperatives, but key components of a more balanced and sustainable U.S. national security strategy. Rice elucidates the relationship between poverty, state weakness, and transnational security threats, and Graff and Pascual offer policy recommendations. The book's overarching conclusions highlight the need to invest in poverty alleviation and capacity building in weak states in order to break the vicious cycle of poverty, fragility, and transnational threats. Confronting Poverty grows out of a project on global poverty and U.S. national security that Rice directed at Brookings from 2002 through January 2009, before she became U.S. permanent representative to the United Nations.

Climate change can reasonably be expected to increase the frequency and intensity of a variety of potentially disruptive environmental events-slowly at first, but then more quickly. It is prudent to expect to be surprised by the way in which these events may cascade, or have far-reaching effects. During the coming decade, certain climate-related events will produce consequences that exceed the capacity of the affected societies or global systems to manage; these may have global security implications. Although focused on events outside the United States, Climate and Social Stress: Implications for Security Analysis recommends a range of research and policy actions to create a whole-of-government approach to increasing understanding of complex and contingent connections between climate and security, and to inform choices about adapting to and reducing vulnerability to climate change.
