Chapter 2 outlines the objectives pursued by the federal & provincial governments for official languages in Canada & the actions of the federal government to improve the status & use of official languages in federal institutions, to support the development of minority communities & to promote English & French throughout Canadian society. Chapter 3 reviews the major shifts in provincial policies & programs for official language minorities. Chapter 4 is a balance sheet showing the results of 3 decades of sustained effort to the English & French equal status.

As the Editors – a Norwegian social scientist and a Norwegian linguist, both working in Africa – have wanted to give room for African voices, the majority of contributions to this volume come from Africa.

With more than two thousand languages spread over its territory, multilingualism is a common reality in Africa. The main official languages of most African countries are Indo-European, in many instances Romance. As they were primarily brought to Africa in the era of colonization, the areas discussed in this volume are thirty-five states that were once ruled by Belgium, France, Italy, Portugal, or Spain, and the African regions still belonging to three of them. Twenty-six states are presented in relation to French, four to Italian, six to Portuguese, and two to Spanish. They are considered in separate chapters according to their sociolinguistic situation, linguistic history, external language policy, linguistic characteristics, and internal language policy. The result is a comprehensive overview of the Romance languages in modern-day Africa. This book explores the objects, means and ends of international cultural heritage protection. It starts from a broad conception of cultural heritage that encompasses both tangible property, such as museum objects or buildings, and intangible heritage, such as languages and traditions. Cultural heritage thus defined is protected by various legal regimes, including the law of armed conflicts, UNESCO Conventions and international criminal law. With a view to strengthening international protection, the authors analyze existing regimes and elaborate innovative concepts, such as blue helmets of culture and safe havens for endangered cultural heritage.
