The U.S. information technology (IT) research and development (R&D) ecosystem was the envy of the world in 1995. However, this position of leadership is not a birthright, and it is now under pressure. In recent years, the rapid globalization of markets, labor pools, and capital flows have encouraged many strong national competitors. During the same period, national policies have not sufficiently buttressed the ecosystem, or have generated side effects that have reduced its effectiveness. As a result, the U.S. position in IT leadership today has materially eroded compared with that of prior decades, and the nation risks ceding IT leadership to other nations within a generation. Assessing the Impacts of Changes in the Information Technology R&D Ecosystem calls for a recommitment to providing the resources needed to fuel U.S. IT innovation, to removing important roadblocks that reduce the ecosystem's effectiveness in generating innovation and the fruits of innovation, and to becoming a lead innovator and user of IT. The book examines these issues and makes recommendations to strengthen the U.S. IT R&D ecosystem.

The term digital divide is still used regularly to characterize the injustice associated with inequalities in access to information and communication technologies (ICTs). As the debate continues and becomes more sophisticated, more and more aspects of the distribution of ICTs are singled out as relevant to characterizations of the digital divide and of its moral status. The best way to articulate the digital divide is to relate it to other aspects of social and distributive justice, using a mixture of pre-existing theories within moral and political philosophy. These theories are complemented with contributions from sociology, communication studies, information systems, and a range of other disciplines. Information Technology and Social Justice presents conceptual frameworks for understanding and tackling digital divides. It includes information on access and skills, access and motivation, and other various levels of access. It also presents a detailed analysis of the benefits and value of access to ICTs.

This report reviews a variety of partnership programs in the United States, and finds that partnerships constitute a vital positive element of public policy, helping to address major challenges and opportunities at the nexus of science, technology, and economic growth.

Artificial intelligence (AI) is a transformative technology that holds promise for tremendous societal and economic benefit. AI has the potential to revolutionize how we live, work, learn, discover, and communicate. AI research can further our national priorities, including increased economic prosperity, improved educational opportunities and quality of life, and enhanced national and homeland security. Because of these potential benefits, the U.S. government has invested in AI research for many years. Yet, as with any significant technology in which the Federal government has interest, there are not only tremendous opportunities but also a number of considerations that must be taken into account in guiding the overall direction of Federally-funded R&D in AI. On May 3, 2016, the Administration announced the formation of a new NSTC Subcommittee on Machine Learning and Artificial intelligence, to help coordinate Federal activity in AI.1 This Subcommittee, on June 15, 2016, directed the Subcommittee on Networking and Information Technology Research and Development (NITRD) to create a National Artificial Intelligence Research and Development Strategic Plan. A NITRD Task Force on Artificial Intelligence was then formed to define the Federal strategic priorities for AI R&D, with particular attention on areas that industry is unlikely to address. This National Artificial Intelligence R&D Strategic Plan establishes a set of objectives for Federally-funded AI research, both research occurring within the government as well as Federally-funded research occurring outside of government, such as in academia. The ultimate goal of this research is to produce new AI knowledge and technologies that provide a range of positive benefits to society, while minimizing the negative impacts.

The evaluation of IT and its business value are the subject of many academic and business discussions. Investments in IT are growing extensively, and business managers worry about the fact that the benefits might not be as high as expected. This phenomenon is often called the IT investment paradox or the IT Black Hole: large sums are invested in IT that seem to be swallowed by a large black hole without rendering many returns. How to measure the benefits of IT is the concern of this book titled Information Technology Evaluation Methods and Management. The different IT evaluation approaches and methods are discussed and illustrated with cases: traditional financial evaluations such as the return on investment, information economics and the recently introduced IT Balanced Scorecard. The latter approach is proposed as an ideal mechanism to support the IT/business alignment process and its related IT governance process. Among some of the topics included in this book are: software measurement; ERP project evaluation; strategic electronic commerce evaluation.
