Strategic alliances have emerged as an important element of firms' strategies. Following suit, research on alliances has blossomed, concentrating on the various forms alliances take, the reasons of their existence, and increasingly embracing questions of alliance management and governance tasks. However, most contributions which address the alliance governance problem are yet rather vague and selective in their conception of alliance governance structures as well as the factors which influence their suitability. The aim of this book is to further advance our understanding of alliance governance and to provide recommendations on the problem of alliance governance design. Following the configurational approach, Sascha Albers develops a comprehensive model of alliance governance systems. He identifies relevant structural and instrumental design parameters and analyzes major contingency factors, including member firms' cultures and alliance experience, number of alliance partners, and trust, which impact the design parameters' suitability. He finally deducts five configurations, or ideal types, of alliance governance systems which can be regarded as blueprints for the practitioner and as platform for further research for the alliance scholar. Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. Many people have always believed that more can be accomplished when government, business, and the general public cooperate with a common goal in mind. Unfortunately it has taken the recent manifestations of two of humankind's oldest scourges—terrorism and disease—to bring the point home. For example, the lack of collaboration among various government agencies prior to the attacks of September 11, 2001, has been found to have been of such an egregious nature that a new Homeland Security umbrella department was formed to ensure a new level of cooperation. And in China in early 2003, SARS (Severe Acute Respiratory Syndrome) was found to have spread far beyond initial reports, a discovery that led in April of that year to the unprecedented step of firing the mayor of Beijing for mishandling the situation. To handle potential future attacks and outbreaks of disease, as well as to maximize the results of collaboration when times are good, it is imperative for citizens, the private sector, and government agencies—especially at the local, regional, and state levels—to learn how, when and why they should share information, knowledge, and resources to get things done. Collaboration is the real challenge facing free democracies in the future, and the success of modern societies will hinge upon our meeting this challenge. The community level is a most promising arena in which to start and to practice many collaborative ventures. The power of citizens as individuals and within groups can be expected to increase dramatically, in line with more involvement of the media and academia. This book presents various examples of successful collaboration and partnership for inspiration and presents a theoretical typology among such closely related concepts as integration, partnership, coooperation, coordination, and association. Current thinking in the field is rather pessimistic about the actual willingness to collaborate among all parties. This book offers a more optimistic (but also realistic) pattern of alliance that is vital for modern societies that carry the heavy burden of citizens' growing demands and needs.
