For years proposals for gun control and the ownership of firearms have been among the most contentious issues in American politics. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.

Why do cease-fire agreements sometimes last for years while others flounder barely long enough to be announced? How to maintain peace in the aftermath of war is arguably one of the most important questions of the post--Cold War era. And yet it is one of the least explored issues in the study of war and peace. Here, Page Fortna offers the first comprehensive analysis of why cease-fires between states succeed or fail. She develops cooperation theory to argue that mechanisms within these agreements can help maintain peace by altering the incentives for war and peace, reducing uncertainty, and helping to prevent or manage accidents that could lead to war. To test this theory, the book first explores factors, such as decisive victory and prior history of conflict, that affect the baseline prospects for peace. It then considers whether stronger cease-fires are likely to be implemented in the hardest or the easiest cases. Next, through both quantitative and qualitative testing of the effects of cease-fire agreements, firm evidence emerges that agreements do matter. Durable peace is harder to achieve after some wars than others, but when most difficult, states usually invest more in peace building. These efforts work. Strong agreements markedly lessen the risk of further war. Mechanisms such as demilitarized zones, dispute resolution commissions, peacekeeping, and external guarantees can help maintain peace between even the deadliest of foes.

Although a range of program and policy responses to youth gangs exist, most are largely based on suppression, implemented by the police or other criminal justice agencies. Less attention and fewer resources have been directed to prevention and intervention strategies that draw on the participation of community organizations, schools, and social service agencies in the neighborhoods in which gangs operate. Also underemphasized is the importance of integrating such approaches at the local level. In this volume, leading researchers discuss effective intervention among youth gangs, focusing on the ideas behind, approaches to, and evidence about the effectiveness of community-based, youth gang interventions. In 2003, Pittsburgh witnessed a 49-percent increase in homicides, prompting a grassroots creation and implementation of the One Vision One Life antiviolence strategy. This initiative has workers intervene in escalating disputes and seeks to place youth in appropriate social programs. Analysis of the program, which is modeled on similar efforts elsewhere, can help inform other efforts to address urban violence.
