The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the 'World Development Report'.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This book provides a detailed history of farming systems research (FSR). While it includes the application of FSR to developed country agriculture, its main focus is on FSR in its original role, with small scale, resource-poor farmers in less developed countries. There are some 40 contributions from nearly 50 contributors from 20 countries, illustrating both the diversity and yet the coherence of FSR. This book aims to provide key pieces of information needed for informed debate about large-scale land acquisition by drawing on the experience from past land expansions, discussing predictions for potential future demand, and providing empirical evidence of what is happening on the ground in the countries most affected by the recent increase in demand for land. It complements demand side considerations with a detailed assessment of the amount of land, whether currently cultivated or not, that might potentially be available for agricultural cultivation at the global and country levels. It then describes in some detail the policies in place to manage land acquisition processes and analyzes how these policies may affect outcomes. This information can help governments in land abundant countries to assess how best to integrate increased demand for land into their rural development strategies and provide opportunities and benefits to all involved, including existing smallholders. This is particularly important as many of these countries also have high yield gaps. It also highlights how, in cases where land acquisition by large investors makes sense from a social, economic, and environmental perspective, governments can create an environment that can help to attract outside investment that contributes to broad-based growth and poverty reduction.
