In recent years citizenship has emerged as a very important topic in the sciences, mainly as a result of the effects of migration, population displacements and cultural heterogeneity. This book focuses on educational enterprise and how it affects national ambitions, cultural preferences and political trends. It also examines the major effects of globalisation, the large-scale movements of populations, and the impact this all has in terms of education and citizenship. With contributions from an array of international scholars including Etienne Balibar, and featuring various international case studies, Manufacturing Citizenship will be extremely interesting to the education academic community as well as many readers within cultural studies and politics.

Supporting children and young people to participate safely, effectively, critically and responsibly in a world filled with social media and digital technologies is a priority for educators the world over. Most young people in Europe today were born and have grown up in the digital era. Education authorities have the duty to ensure that these digital citizens are fully aware of the norms of appropriate behaviour when using constantly evolving technology and participating in digital life. Despite worldwide efforts to address such issues, there is a clear need for education authorities to take the lead on digital citizenship education and integrate it into school curricula. In 2016, the Education Department of the Council of Europe began work to develop new policy orientations and strategies to help educators face these new challenges and to empower young people by helping them to acquire the competences they need to participate actively and responsibly in digital society. This volume, the first in a Digital Citizenship Education series, reviews the existing academic and policy literature on digital citizenship education, highlighting definitions, actors and stakeholders, competence frameworks, practices, emerging trends and challenges. The inclusion of a wide selection of sources is intended to ensure sufficient coverage of what is an emergent topic that has yet to gain a strong foothold in either education or academic literature, but has received wider policy attention.

This book is concerned with the social and political aspects of regional groupings, particularly how citizenship education fares in regional contexts. The European Union (EU) has revolutionised its political and economic aims into more encompassing social and political goals. The Association of Southeast Asian Nations (ASEAN), on the other hand, is still moving towards fuller integration in social and economic terms as South East Asian nations seek a greater role on the global stage and particularly in the global economy. Both the EU and ASEAN have drawn up educational frameworks that collectively work to harness educational achievements which in turn work to fulfill social and economic objectives at the regional level. This book portrays citizenship issues affecting the two regions and describes the way citizenship education can reflect and address these issues. The study makes an analysis of the legal framework which Member States must take into account when designing their policies on citizenship education. The Charter on Education for Democratic Citizenship and Human Rights Education of the Council of Europe and the international right to education are read in conjunction with EU law. Suitable content for the EU dimension in mainstream education is explored. A method for objective, critical and pluralistic EU learning is proposed, based on the Treaties and on case teaching (stories for critical thinking). Member States are invited to take more action to ensure quality education. The EU has the legal competence to support the EU dimension in education. In the present state of EU law, quality education is no longer conceivable without an EU dimension incorporated in various key competences. At present the author works at the implementation of the ideas developed in the book as an Affiliated Senior Researcher at Leuven University (Case4EU-project in Belgium and other EU Member States).

Being online, well-being online, and rights online: information, tools and good practice Digital citizenship competences define how we act and interact online. They comprise the values, attitudes, skills and knowledge and critical understanding necessary to responsibly navigate the constantly evolving digital world, and to shape technology to meet our own needs rather than to be shaped by it. The Digital citizenship education handbook offers information, tools and good practice to support the development of these competences in keeping with the Council of Europe’s vocation to empower and protect children, enabling them to live together as equals in today’s culturally diverse democratic societies, both on- and offline. The Digital citizenship education handbook is intended for teachers and parents, education decision makers and platform providers alike. It describes in depth the multiple dimensions that make up each of ten digital citizenship domains, and includes a fact sheet on each domain providing ideas, good practice and further references to support educators in building the competences that will stand children in good stead when they are confronted with the challenges of tomorrow’s digital world. The Digital citizenship education handbook is consistent with the Council of Europe’s Reference Framework of Competences for Democratic Culture and compatible for use with the Internet literacy handbook.

Teachers have the challenge of teaching for equity, justice and solidarity in plural and fast-changing societies where their students are well aware of inequality and injustice. How much does government policy encourage understanding of global interdependence and skills for democratic participation? How can schools integrate issues of citizenship, human rights and multiculturalism and what support do they recieve? Drawing on case studies from England, Ireland, Denmark and the Netherlands, this text examines the institutional support provided in educating for global citizenship. It looks at the contradictions students and their teachers face when they compare what is learned in school with the messages from politicians and the media about refugees and asylum seekers, young poeple's rights, environmental issues and the impact of globalization.

This book applies a number of different disciplinary and geographical perspectives to ascertain whether and how European youth identify with the EU, trust EU institutions and engage in EU issues. It investigates the factors and processes that predict the different ways in which young Europeans engage (or do not engage) with social and political issues and become active European citizens. The volume is based on results from the first two years of the Horizon 2020 CATCH-EyoU project (“Constructing AcTive CitizensHip with European Youth: Policies, Practices, Challenges and Solutions”). It addresses different dimensions of active citizenship in the EU and different processes and contexts that explain the construction of youth active citizenship, including societal-level factors such as policy context and media; interaction-level contexts such as school and family; and individual-level factors. The final chapter emphasizes the impact of the current historical context on the development of young Europeans’ civic identity and their understanding of the social and political reality. With contributions from a variety of disciplines including psychology, political science, communications and education, and spanning geographic contexts across Europe, this book will be of interest to researchers studying contemporary European youth and the construction of young people’s identity. The All-European Study gives a systematic description of Education for Democratic Citizenship (EDC) policies in the Council of Europe member states. Research was conducted in 2002 at national level, involving national EDC co-ordinators, practitioners and other stakeholders. In 2003 a group of experts produced five regional studies that were submitted for consultation to national authorities in member states with a final feedback given at the EDC Policy Seminar held in Strasbourg in September of the same year. The study contains recommendations and examples of good practice in EDC policy implem.

The IEA's International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2016 is the second cycle of a study initiated in 2009. This report from ICCS focuses on data collected in the 15 countries that participated in the study's 2016 European regional questionnaire. It reveals lower secondary school students' views on European identity, their perceptions of freedom of movement and immigration, and their opinions of Europe and its future. It also, for the 12 European countries that participated in both ICCS 2009 and ICCS 2016, looks at changes across this time period, in young people's perceptions of immigration and European identity. Comparison with the complete international study will enable readers to review the extent to which region-specific perceptions are related to other factors, such as students' level of civic knowledge and social or educational contexts. Over the past 50 years, the IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. The association conducted its first survey of civic education in 1971. The reliable comparative data collected by ICCS 2016 will allow education systems to evaluate the strengths of educational policies, both internationally and within a regional context, and to measure their progress toward achieving critical components of the United Nations' 2030 agenda for sustainable development.
