Synopsis Digital Government by : Darrell M. West

Few developments have had broader consequences for the public sector than the introduction of the Internet and digital technology. In this book, Darrell West discusses how new technology is altering governmental performance, the political process, and democracy itself by improving government responsiveness and increasing information available to citizens. Using multiple methods--case studies, content analysis of over 17,000 government Web sites, public and bureaucrat opinion survey data, an e-mail responsiveness test, budget data, and aggregate analysis--the author presents the most comprehensive study of electronic government ever undertaken. Among other topics, he looks at how much change has taken place in the public sector, what determines the speed and breadth of e-government adoption, and what the consequences of digital technology are for the public sector. Written in a clear and analytical manner, this book outlines the variety of factors that have restricted the ability of policy makers to make effective use of new technology. Although digital government offers the potential for revolutionary change, social, political, and economic forces constrain the scope of transformation and prevent government officials from realizing the full benefits of interactive technology.

Synopsis The Effects of Enterprise Resource Planning (ERP) Systems Post-implementation on Strengthening the Technology Capacity for Digital Government Excellence by : Mohamad Abu Ghazaleh

Government authorities are embracing digitalization to provide user-friendly services to citizens and simultaneously reduce the cost of offering such services. There are success stories, but failures also abound. Technology is not the only determinant of failure; other determinants include process, people, and structural issues within institutions. The purpose of this quantitative study, guided by previous studies, is to determine some of the barriers that governments have encountered following the implementation of enterprise resource planning (ERP) systems in a digital government context. It also aims to investigate the strategies used to ensure the continued success of ERP post-implementation and the impact of these strategies on strengthening the technical capacity of digital government transformation by studying by studying the opinions of ERP system users working in government authorities in the United Arab Emirates (UAE). The study also tests the mediating effects of ERP post-implementation success on the adoption of digital government. A survey was sent to government employees who are using enterprise systems representing a sample of 450 participants within the United Arab emirates [sic] The questionnaire was administered during the special big technology event of 2019 in UAE. The measurement model was created using EFA. Reliability, covergent validity, and discriminant validity were also assessed using CFA followed by SEM and path analysis to test the hypotheses and to identify significant predictors of current Post ERP practices and digital government excellence. The main factors and strategies included peoples’ readiness, process readiness, absorptive capacity, shared understanding, interactive communication, ERP post-implementation success, and digital government excellence. Results showed that the proposed determinant factors of ERP post-implementation success had a statistically significant relationship with the successful implementation of ERP systems. Furthermore, results showed a statistically significant relationship between ERP post-implementation success and digital government excellence. The findings have important theoretical and practical implications; there are still obstacles facing digital government that lead to a high failure rate. Therefore, the UAE’s technology decision makers in should frame their strategic approach with a comprehensive change management plan throughout the firm founded on organizational readiness, effective communication, and knowledge management. Change includes the potential to improve the government authorities’ readiness, cultivate more knowledgable employees, increase digital government excellence indicators, spread knowledge, increase ERP users’ experience and expertise in government, and improve the digital government excellence overall. Finally, one key implication of this research is that it provides evidence of the relationship between government back-end systems and digital citizen services. This should encourage government authorities to assist decision makers in paying more attention to their ERP systems, process, people, and structural issues within organizations. The primary theoretical objective of this research is to contribute to the body of knowledge regarding both ERP systems post-implementation and digital government excellence.

Synopsis Building Digital Government Strategies by : Rodrigo Sandoval-Almazán

This book provides key strategic principles and best practices to guide the design and implementation of digital government strategies. It provides a series of recommendations and findings to think about IT applications in government as a platform for information, services and collaboration, and strategies to avoid identified pitfalls. Digital government research suggests that information technologies have the potential to generate immense public value and transform the relationships between governments, citizens, businesses and other stakeholders. However, developing innovative and high impact solutions for citizens hinges on the development of strategic institutional, organizational and technical capabilities. Thus far, particular characteristics and problems of the public sector organization promote the development of poorly integrated and difficult to maintain applications. For example, governments maintain separate applications for open data, transparency, and public services, leading to duplication of efforts and a waste of resources. The costs associated with maintaining such sets of poorly integrated systems may limit the use of resources to future projects and innovation. This book provides best practices and recommendations based on extensive research in both Mexico and the United States on how governments can develop a digital government strategy for creating public value, how to finance digital innovation in the public sector, how to building successful collaboration networks and foster citizen engagement, and how to correctly implement open government projects and open data. It will be of interest to researchers, practitioners, students, and public sector IT professionals that work in the design and implementation of technology-based projects and programs.

Synopsis Digital Government and Public Management by : J. Ramon Gil-Garcia

In every part of the world information and technology are changing society and challenging the structures, roles, and management of traditional government institutions. At the same time, universal needs for human and social development, environmental protection, commercial and financial stability, and scientific and technological advancement demand governmental attention. In this complex and changing environment, governments are still expected to provide for the public good through legal and political processes, and public programs and services. Digital transformation, electronic government, government 2.0, and electronic governance are just some of the labels used to characterize the ideas and actions that underlie adaptation, transformation, and reform efforts. This book contributes to the ongoing dialog within the digital government research and practice community by addressing leadership and management challenges through the interplay of five interconnected themes: management, policy, technology, data, and context. These themes are evident in a wide range of topics including policy informatics, smart cities, cross-boundary information sharing, service delivery, and open government, among others. Accordingly, it includes chapters that explore these themes conceptually and empirically and that emphasize the importance of context, the need for cross‐boundary thinking and action, a public value approach to performance, and the multi‐dimensional capabilities necessary to succeed in a dynamic, multi‐stakeholder environment. The chapters in this book were originally published as a special issue of the journal, Public Management Review.

Synopsis Delivering on Digital by : William D. Eggers

The government reform expert and acclaimed author of The Solution Revolution presents a roadmap for navigating the digital government era. In October 2013, HealthCare.gov went live—and promptly crashed. Poor website design was getting in the way of government operations, and the need for digital excellence in public institutions was suddenly crystal clear. Hundreds of the tech industry’s best and brightest dedicated themselves to redesigning the government’s industrial-era frameworks as fully digital systems. But to take Washington into the 21st century, we have to start by imagining a new kind of government. Imagine prison systems that use digital technology to return nonviolent offenders promptly and securely into society. Imagine a veteran’s health care system built around delivering a personalized customer experience for every Vet. We now have the digital tools—such as cloud computing, mobile devices, and analytics—to stage a real transformation. Delivering on Digital provides the handbook to make it happen. A leading authority on government reform, William D. Eggers knows how we can use tech-savvy teams, strong leadership, and innovative practices to reduce the risks and truly achieve a digitally transformed government.
